About this opportunity
The Maryland Transit Administration is requesting bids for physical inventory and reconciliation services across more than 400 locations statewide under a five-year firm fixed-price IFB, with bids due October 28, 2026 at 1:30 p.m. and a pre-bid conference on September 29 at 10:00 a.m. via Microsoft Teams. A 20 percent MBE subcontracting goal applies to the total contract value including all renewal option terms.
The scope encompasses physical inventory and reconciliation of approximately 29,000 items with an aggregate asset value exceeding $4 billion, with sensitive item inventories conducted annually and comprehensive inventories conducted triennially through fiscal year 2031. The first comprehensive inventory runs from February 1, 2027 through June 30, 2027, with final reconciliation reports due by September 30, 2027. The MTA anticipates increases in both the number of locations and items during the contract term.
Minimum qualifications require five years of verifiable experience reconciling at least 20,000 inventory records with aggregate asset value exceeding $50 million, with three references from the past five years. Key personnel—Site Contract Manager, Project Manager, and Contract Manager—must each demonstrate five years of verifiable experience in inventory reconciliation at similar scope and scale. Required insurance includes $2 million commercial general liability per occurrence and $4 million aggregate, $2 million errors and omissions, $1 million crime/employee theft, and $2 million commercial auto liability. The contractor must maintain Railroad Worker Protection certification, comply with MTA security protocols, and provide electronic inventory reports compatible with Microsoft Office 360. A living wage requirement applies as a Tier 1 contract, and the contractor is subject to Maryland's Healthy Working Families Act. No federal funding is involved. Written questions are due October 7 at 2:00 p.m.
