About this file
This Invitation for Bids (IFB) is issued by the Maryland Transit Administration (MTA) for physical inventory and reconciliation services. The MTA seeks a single contractor to conduct comprehensive physical inventories triennially and sensitive item inventories annually across its perpetual and fixed assets spanning more than 400 locations statewide. The solicitation encompasses the reconciliation of approximately 29,000 inventory items with an aggregate asset value exceeding $4 billion, with anticipated increases in both locations and items during the contract term. A pre-bid conference is scheduled for September 29, 2026, at 10:00 AM via Microsoft Teams. Written questions are due by October 7, 2026, at 2:00 PM, and bids must be submitted electronically through eMMA by October 28, 2026, at 1:30 PM, with public bid opening scheduled for the same date and time via Microsoft Teams. The contract duration is five years with no option periods, commencing with a comprehensive inventory during the fiscal year 2027 period (February 1, 2027 through June 30, 2027), with final reconciliation reports due by September 30, 2027. Subsequent years alternate between sensitive item inventories and comprehensive inventories through fiscal year 2031.
The solicitation is structured as a firm fixed price contract with pricing submitted on a provided price form. A 20 percent Minority Business Enterprise (MBE) subcontracting goal has been established based on the total contract dollar amount including all renewal option terms. Bidders must meet minimum qualifications including five years of verifiable experience reconciling at least 20,000 inventory records with an aggregate asset value exceeding $50 million, with three references from the past five years required. Key personnel—including a Site Contract Manager, Project Manager, and Contract Manager—must each demonstrate five years of verifiable experience in inventory and reconciliation with similar project scope and scale. The contractor must carry substantial insurance coverage including $2 million in commercial general liability per occurrence and $4 million aggregate, $2 million in errors and omissions insurance, $1 million in crime/employee theft insurance, and $2 million in commercial auto liability. 2.2 Background and Purpose
The MTA is seeking a Contractor to conduct physical and comprehensive inventory for its perpetual and fixed assets. In accordance with the Maryland Department of General Services (DGS) Inventory Standards and Support Services Manual, State agencies are required to conduct a comprehensive physical inventory triennially, and a sensitive item inventory annually. In the event that an item does not have an existing record, those items shall be investigated in an attempt to locate an existing record. If no record can be located, the item shall be reported in the Contractor’s final report. See Appendix A of this IFB for a sample of items per location.

The Contractor must provide inventory for any items that the MTA qualifies as a sensitive item. The request will be submitted in writing from the Contract Monitor.
