About this opportunity
The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) are seeking qualified firms to provide Introductory Supervisory Training Services through a Request for Proposal (RFP) targeted at developing entry-level supervisory skills. The training services must be delivered both in-person and virtually, with two sessions planned during the contract period, each accommodating up to 40 participants. The comprehensive training program will cover critical topics including communication, interpersonal skills, leadership, policy compliance, personal responsibility, situational management, change leadership, safety, project management, and emotional intelligence. Proposals are due on October 11, 2022, at 2:00 PM Central Time, with electronic submissions accepted through MissouriBUYS or hard copy submissions by mail with prior notification. The evaluation criteria are structured with 40 points for experience/expertise/reliability, 45 points for proposed method of performance, and 15 points for proposed fee, emphasizing a holistic assessment of vendor capabilities. The contract period runs from December 1, 2022, through November 30, 2023, with two potential one-year renewal options.
The RFP actively encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation goals of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. Vendors must be registered and in good standing with the Missouri Secretary of State and Department of Revenue, and provide proof of lawful presence in the United States. Required insurance coverage includes general liability ($500,000 per person/$4,000,000 per occurrence), automobile liability ($500,000 per person/$4,000,000 per occurrence), and workers' compensation insurance with $1,000,000 employer's liability. While no specific budget range is explicitly stated, the RFP requires vendors to submit a firm fixed-price proposal for the training services. The solicitation does not indicate an incumbent vendor and appears to be a new procurement aimed at developing leadership capacity within MoDOT's workforce through high-quality, comprehensive supervisory training.
