About this opportunity
The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) have issued a Request for Proposal (RFP) seeking qualified firms to provide Introductory Supervisory Training Services designed for potential entry-level supervisors. The training services must comprehensively cover leadership development topics including communication, interpersonal skills, policy compliance, change management, safety leadership, emotional intelligence, and performance management. Deliverables include two training sessions within the contract period, each accommodating up to 40 participants, with delivery options for both in-person (five consecutive working days) and virtual (ten working days) formats. The RFP requires vendors to submit a fixed-price proposal that will be evaluated across three key criteria: Experience, Expertise and Reliability (40 points), Proposed Method of Performance (45 points), and Proposed Fee (15 points). The contract period runs from December 1, 2022 through November 30, 2023, with two potential one-year renewal options, and proposals are due by August 15, 2022 at 2:00 PM Central Time, with vendor questions accepted until July 26, 2022.
The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation goals of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. Vendors must maintain specific insurance coverages, including General Liability ($500,000 per person/$4,000,000 per occurrence), Business Automobile Liability, and Workers' Compensation coverage. The solicitation requires vendors to comply with state and federal nondiscrimination requirements, the Domestic Products Procurement Act, and provide proof of lawful presence and work authorization. While no specific budget range is explicitly stated, the RFP indicates that no advance payments will be made, and payment terms are Net 30 days. Vendors must submit proposals electronically through the MissouriBUYS system or via hard copy with prior notification to the buyer of record, demonstrating flexibility in submission methods while maintaining strict compliance with the outlined requirements.
