About this opportunity

The Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH) and the Massachusetts Department of Early and Secondary Education (DESE) are seeking to develop a pool of 6-12 pre-qualified individuals to serve as Sign Language Proficiency Interview (SLPI) Interviewer/Raters. The selected contractors will be responsible for evaluating the sign language proficiency of teachers, staff, and other personnel working with deaf and hard-of-hearing students in Massachusetts schools. Key tasks include administering the SLPI assessment, reaching consensus on SLPI scores, and contributing to the writing of final evaluation reports. Qualified applicants must possess SLPI ratings in the Advanced Plus to Superior Plus range, a positive attitude toward the SLPI, and strong critical thinking and analysis skills. The project plans to evaluate 8-10 graduating teacher candidates per year and 25-30 re-licensure candidates over the next 2-3 years. Interviewer/Raters will be compensated at rates ranging from $50-$100 per hour depending on the task and will receive mileage reimbursement and a $100 per day stipend for attending refresher trainings.

This is an open and competitive procurement for Legal Services, with no set-asides or preference programs mentioned. The procurement has an estimated value between $10,000 and $150,000 and is funded 100% by federal sources through an Interagency Service Agreement between MCDHH and DESE. The contract has an initial term through June 2016 with two seven-year renewal options, for a potential maximum duration through June 2030. Applications will be accepted on a rolling basis, and individuals previously contracted as SLPI Interviewer/Raters may request reactivation of their application.
