About this opportunity

The South Dakota Department of Human Services, specifically the Division of Long Term Services and Supports, is seeking comprehensive interpreter services through Request for Proposal #25RFP16046. The procurement covers two primary service components: Remote Interpreter Services and In-Person Interpreter Services, designed to support individuals who do not speak or understand English when receiving, applying for, or seeking information from the division. The RFP requires interpreter services across 17 languages, including Amharic, Arabic, Bosnian, Burmese, Spanish, and American Sign Language, with historical utilization of 600 total hours in FY24 and projected 384 total hours in FY25. Proposals are due by September 1, 2025, at 5 pm CST, with an anticipated contract award on November 1, 2025. Potential vendors must submit inquiries via email to Katelyn.Hump@state.sd.us with the subject line "RFP #25RFP16046 Questions" by the specified deadline, and the department strongly prefers a flat monthly rate providing unlimited access to interpreter services for staff and contracted provider agencies.

The RFP does not explicitly mention specific set-aside designations or restrictions on respondent types. The proposed contract is expected to have a three-year term with potential for renewal, covering both scheduled and unscheduled interpreter needs. While specific budget ranges are not detailed, the historical service utilization and preference for a flat monthly rate suggest a comprehensive and potentially significant contract value. Offerors may respond to either or both components of the interpreter services contract, with the expectation of providing comprehensive language support. The department seeks vendors capable of delivering high-quality, reliable interpretation services across a diverse range of languages to support their long-term services and supports division. The contract aims to ensure effective communication for service recipients who are not proficient in English, thereby enhancing accessibility and understanding of available services.
