The contractor will evaluate internal controls, risk management, governance, compliance, and operational effectiveness in accordance with the Texas Internal Audit Act (Texas Government Code Chapter 2102), The Institute of Internal Auditors standards, and Government Auditing Standards. Scope includes risk assessment review, annual internal audit plan development and implementation, quarterly Board of Trustees updates, audit findings follow-up, quality assurance reviews, and advisory services as directed. Deliverables consist of planning documentation, fieldwork reports, annual audit reports, and compliance filings with the State Auditor's Office. Work is performed at Navarro College District's location in Mills County, Texas.
Minimum qualifications require three years of experience as either a Certified Internal Auditor or Certified Public Accountant registered with the State Board of Public Accountancy. Prior experience conducting audits for state agencies and government entities is preferred. Respondents must provide at least three similar project references within the past five years and disclose any conflicts of interest with the College or its employees within the previous two calendar years.
The contract term runs October 1, 2026 through August 31, 2027, with four optional one-year renewals through August 31, 2031. Budget will not determine contract award; pricing will be negotiated after contractor qualification based on demonstrated experience, technical competence, capability, and past performance. Payment is made monthly upon satisfactory completion and acceptance of deliverables, with invoices tied to specific contract tasks.
Evaluation uses an 85-point scale: Understanding of the Project, Methodology, and Technical Components (15 points); Management Plan, Qualifications, and Experience (50 points); and Task, Activity, Deliverable, and Budget Plan (20 points). Proposals remain valid for a minimum of 60 days from submission. The College reserves the right to reject any or all responses and may request oral presentations from highest-scoring respondents before final award. All submissions must be made electronically through the Bonfire platform and include Conflict of Interest Form, Navarro College Agreement Form, Form W-9, and detailed Task Activity Deliverable Budget Plan.
