About this opportunity

The Oregon Health Authority (OHA), acting through the Public Health Center for Prevention & Health Promotion, Family & Child Health section, is soliciting a consultant to provide reflective supervision consultation services under Bid # S-44300-00017939, with proposals due September 28, 2026 at 5:00 PM PST. A 10% preference applies to Oregon Small Business Enterprises (OSBEs) as defined in OAR 125-246-0230.

The scope covers up to 12 hours of monthly reflective supervision delivered to a team of state consultants through individual sessions (up to 8 per month at approximately 1 hour each) and group sessions (approximately 2 hours), plus up to 2 hours of monthly administrative support for session preparation. Services are delivered in-person or via web-based platforms such as Zoom or Microsoft Teams. The consultant must hold either an Infant Mental Health Mentor (Clinical) or Infant Mental Health Mentor (Policy) endorsement from the Michigan Association for Infant Mental Health (MI-AIMH); possess at least five years of experience providing reflective supervision consultation; maintain foundational knowledge of infant mental health and experience in the infant and early childhood home visiting field; and demonstrate proficiency with Microsoft 365/Outlook or compatible email programs.

The contract awards one year initially with renewal options up to a maximum of five years at $30,000 per year. Annual cost-of-living adjustments may be applied. Evaluation criteria are weighted at 25 points for endorsement status, 50 points for experience with individual and group services delivery and technical capabilities, and 25 points for infant mental health foundational knowledge and relevant population experience. The state prefers proposals incorporating recycled materials where applicable and applies tiebreaker procedures under OAR 137-046-0300. Questions are due September 21, 2026 at 5:00 PM PST. Notice of Award is anticipated October 12, 2026. The Statement of Work is subject to negotiation after award selection.
