About this opportunity

The Agribusiness Development Corporation (ADC) of the State of Hawaii is requesting bids on interim operation and maintenance of Kawaiele Pump Station in Kekaha, Kauai under IFB 26-200-013, with bids due October 29, 2026 at 2:00 p.m. and a mandatory pre-bid meeting and site visit on October 16 from 9:00 a.m. to 11:00 a.m. at 7189-D Kaumualii Highway, Kekaha, Kauai.

Bidders must hold a valid State Contractor's license in General Contractor A or C-13, C-15, or C-37e and must have an employee or subcontractor qualified to perform electrical work on drainage pumps. The scope encompasses Monday-to-Friday operation and maintenance of a drainage system consisting of one 100-HP pump and two 200-HP pumps, with daily visual inspections, routine repairs, weekly minimum 20-minute pump cycling, electrical power transmission line maintenance including pole transformers and insulators, and tree trimming. The contractor must maintain 95 percent operational uptime, provide a company supervisor and on-call emergency contact, and handle approximately 17 million gallons of water daily for flood prevention. The contractor assumes liability for loss or damage to state property caused by negligence and must replace or repair damaged infrastructure at its own expense.

The contract term is one calendar year from Notice to Proceed, with options to extend for two consecutive years at the base-year rate. The ADC reserves the right to terminate upon thirty days' written notice upon execution of a pending long-term operations and maintenance contract. Bid pricing must be an all-inclusive monthly rate for labor and materials, plus an allowance not exceeding $25,000 for additional work with ADC approval. All applicable taxes, including Hawaii's 4% General Excise Tax, must be included unless the bidder qualifies for exemption. Award will be made to the lowest responsive, responsible bidder. Prior to award, the successful bidder must submit a six-month-valid tax clearance certificate from the Hawaii State Department of Taxation and the Internal Revenue Service, and proof of commercial general liability insurance of $1 million per occurrence and $2 million aggregate. Liquidated damages are fixed at $100 per calendar day for delays beyond required completion.
