About this opportunity
The City of Long Beach is awarding a contract for interim housing (motel-based) operation and supportive services serving up to 70 participants experiencing unsheltered homelessness, with proposals due November 13, 2025 and a Notice of Intent to Award issued December 3, 2025 to PATH of Los Angeles.
The program serves adults experiencing encampment-based homelessness within a designated area along the Los Angeles Riverbed, referred through the City's Coordinated Entry System. The contractor must operate 24 hours daily, seven days weekly, year-round, providing comprehensive case management at a 1:25 staff ratio, housing navigation, benefits assistance, employment linkages, mental health referrals, and transportation. The program must comply with Housing First, harm reduction, and trauma-informed care principles, including mandatory low-barrier admission policies and prohibition of service participation as a condition of housing. All Housing First, VAWA (Violence Against Women Act), and drug-free workplace certifications are required per HUD regulations.
The City secures and funds the motel facility; the contractor provides operations, supportive services, 24-hour security (personnel, not monitored systems), pest control with 48-hour bed-bug response protocols, sanitation, and maintenance coordination. Meals and laundry are provided by City-contracted vendors. The estimated annual funding is $1,188,997.48 on a cost-reimbursement basis, with nightly bed rates ranging from $46.54 to $54.29 per slot, contingent on site confirmation and satisfactory performance. Administrative costs are capped at 10 percent. The contract term is one year with an option to renew for one additional six-month period, not to exceed 18 months total.
Proposers must demonstrate at least two years of interim housing experience and organizational capacity to operate cost-reimbursement programs. The evaluation committee assessed five weighted criteria: Organizational Capacity & Experience (20%), Project Design (30%), Coordination and Collaboration (30%), Budget and Cost Effectiveness (10%), and Non-Discrimination (10%). PATH scored 96%; the competing bidder, Encompass Housing, scored 83%. Award is contingent on City Council appropriation and execution of a signed purchase order.
