About this file

This is a Section 4.3 Narrative Proposal Template for the City of Long Beach's Interim Housing (Motel Based) Operation & Supportive Services procurement opportunity. The template guides proposers through a comprehensive application process that requires submission of organizational information, capacity and experience documentation, project design approaches, and collaboration strategies. The RFP seeks contractors to operate motel-based interim housing programs that provide supportive services to individuals and households experiencing unsheltered homelessness in Long Beach, California. Proposers must demonstrate prior experience developing and implementing emergency shelter programs, working with encampment populations, managing interim housing operations, and achieving permanent housing outcomes. The template requires detailed staffing plans, intake procedures, and descriptions of how organizations will implement Low Barrier, Housing First, Harm Reduction, Trauma Informed Care, and Cultural Humility principles in service delivery.

The proposal template mandates that organizations address their financial accounting systems, cost reimbursement capacity, and experience maintaining operational cash flow during the reimbursement process, which will occur on a cost-reimbursement basis. Proposers must describe their experience with the Homeless Management Information System (HMIS) for data tracking and validation, their approach to performance metrics and monitoring, and their ability to leverage additional Federal, State, local, and private sector funding. The template requires identification of all subcontractors with documentation of their California Department of Industrial Relations registration status and capacity to meet program requirements. Organizations must demonstrate commitment to non-discrimination and racial equity through detailed descriptions of staff cultural competency training, engagement with diverse populations, inclusive policies, and mechanisms for incorporating feedback from marginalized communities into program development and service delivery.
