About this opportunity

The City of Murfreesboro is requesting qualifications from professional consultant engineering firms for Construction Engineering and Inspection (CEI) services on the Cherry Lane Phase 3B Interchange Project at the Cherry Lane/I-840 interchange, with letters of interest due August 18, 2026 at 2:00 p.m. local time. The consulting firm must be on TDOT's pre-approved list with unlimited status or complete TDOT pre-qualification by the Letters of Interest deadline.

The scope encompasses CEI for a grade-separated interchange carrying Cherry Lane over I-840, including associated ramps and approach roadways, bridge and retaining-wall construction, drainage and stormwater facilities, utility coordination, signing and pavement markings, traffic control, erosion prevention and sediment control (EPSC), and related improvements. Services will be performed in accordance with TDOT Local Programs guidelines and applicable federal requirements. The anticipated construction duration is 30 months, with CEI services continuing through final acceptance, documentation, and project closeout. Compensation is structured as direct cost plus net fee, not to exceed a specified contract amount.

The City encourages responses from certified Disadvantaged Business Enterprise (DBE) firms and other minority-owned and women-owned firms. The evaluation process occurs in three phases. Phase I screens letters of interest and qualifications to identify three qualified firms. Phase II evaluates the three finalists using weighted criteria: qualifications and experience of key staff (35%), technical approach and project understanding (30%), past performance on similar projects (15%), workload capacity and availability (10%), and potential interview or presentation (10%). Phase III may include interviews conducted by the consultant evaluation committee. The anticipated timeline targets consultant selection and contract negotiation within 60 days and CEI services commencement within 90 days. Submission is through the City's OpenGov procurement portal.
