About this opportunity

The City of Tampa's Solid Waste & Environmental Program Management division is seeking a single-source procurement for air flow probes and calibration services for the McKay Bay Waste-to-Energy Facility, specifically targeting the completion of a combustion air-profile optimization project initially started in 2019. The procurement involves supplying 30 complete sets of NELS flow probes across four boiler units, with specific installations for total primary ducts, total secondary ducts, secondary rear ducts, and five combustion zones at each unit. Each probe set will include two flow elements, connections to Emerson pressure transmitters, and manifolds, with the primary objective of improving over-fire and under-fire air control, enhancing combustion efficiency, and reducing operational variability. The project has a detailed two-phase implementation schedule, with the first phase targeting a single unit during its next scheduled outage in 2026 and the second phase covering the remaining three units during their respective outages. The procurement process requires prospective vendors to demonstrate their authorization as a manufacturer's distributor or dealer capable of providing warranty service, maintenance, and repairs. The solicitation was posted on December 31, 2025, with responses due by January 6, 2026, and focuses on completing a critical combustion optimization initiative for the facility.

There are no specific set-aside designations mentioned in the documents for disadvantaged enterprises or restricted respondent types. The procurement is specifically targeting NELS Consulting Services Inc. as a single-source vendor, justified by their unique flow probe technology proven successful in approximately 12 North American waste-to-energy facilities. The total project cost is estimated at $227,000 for equipment supply ($225,000 for flow probe sets and $2,000 for shipping), with an additional $53,900 for calibration and tramp air measurement services across two phases. Payment terms are structured with 50% upon project award and 50% upon delivery, both with net 30-day terms. Insurance requirements are comprehensive, mandating Commercial General Liability coverage of at least $1 million per occurrence, Automobile Liability insurance, Worker's Compensation, Employer's Liability insurance, and potentially Excess Umbrella Liability insurance for agreements valued at $2 million or more. All insurance policies must be placed with Florida-admitted insurers with A.M. Best ratings of no less than A-:VII, with the City of Tampa named as an additional insured on all liability coverage.

Opportunity text

The McKay Bay Waste-to-Energy Facility requires completion of a combustion air-profile optimization project that was initiated in 2019 and not fully executed due to the facility transition and COVID-related travel restrictions. As a result, the existing air profiles in the boilers do not fully reflect the intended final configuration, which limits operators' ability to optimally control combustion.

The original project included detailed analysis of boiler air distribution, development of optimized air profiles, and unit-specific recommendations based on historical testing, baseline data, and as-built conditions at the time. Portions of this work were completed, generating facility-specific data and analytical frameworks that remain directly applicable to the current units.

With the completion of the facility retrofit, conditions now exist to finalize this work and implement the remaining recommendations. Completing the project will allow for improved control of over-fire and under-fire air, enhanced combustion efficiency, and reduced operational variability, supporting consistent environmental compliance.

Continuation of the original project using the same analytical approach and historical datasets avoids duplication of prior engineering efforts, reduces schedule risk, and ensures consistency with previously established combustion models and assumptions. Completion of this effort represents one of the final combustion optimization initiatives planned for all units at the McKay Bay Waste-to-Energy Facility and is expected to provide long-term operational and compliance benefits.
