About this file

This file contains a single-source procurement justification and related proposals from NELS Consulting Services Inc. to the City of Tampa for air flow probe systems and calibration services at the McKay Bay Waste-to-Energy Facility in Florida. The City of Tampa seeks to complete a combustion air-profile optimization project initially begun in 2019 but suspended due to facility transition and COVID-19 travel restrictions. The procurement includes the supply of 30 complete sets of NELS flow probes across four boiler units (Units 1-4), with specific installations for total primary ducts, total secondary ducts, secondary rear ducts, and five combustion zones at each unit. Each flow probe set includes two flow elements and connections to Emerson pressure transmitters and manifolds. The project scope encompasses probe manufacturing with a three-week lead time, one-week delivery, client-side installation of probe supports and connections to the distributed control system, and on-site calibration services. The calibration work is structured in two phases: Phase 1 involving a single unit during its next scheduled outage in 2026, with full calibration of all probes; Phase 2 covering the remaining three units during their respective outages with temporary calibration data from Phase 1 pending final calibration during a second site visit. Tramp air measurements will be conducted at sodium-injection system and induced-draft fan inlets across all four units using three testing methods.

The total project cost is $227,000 USD, comprised of $225,000 for the 30 NELS flow probe sets with integrated pressure transmitters and manifolds, and $2,000 for shipping from NELS's facility in Niagara Falls, Ontario. Payment terms specify 50 percent upon project award with net 30-day terms, and 50 percent upon delivery of flow probes with net 30-day terms. Phase 1 calibration services are priced at $20,000 USD for two technicians over four on-site days, while Phase 2 calibration services are priced at $33,900 USD for two technicians over ten on-site days. The single-source justification emphasizes that NELS technology is the proven, sole supplier of air flow probes suitable for waste-to-energy facility environments, currently operating successfully in approximately 12 North American facilities. NELS flow probes demonstrate superior performance compared to alternative flow meters, which experience daily maintenance challenges due to contamination in the waste-to-energy environment. The continuation of this project with NELS ensures consistency with previously established combustion models, avoids duplication of prior 2019 engineering efforts, and reduces schedule risk. Client responsibilities include installation support, satisfactory operation of instrumentation, safe access to sampling ports, and provision of pertinent unit operating data.

1.0 OBJECTIVES

1.1 Flow Probes

The following new NELS flow probes will be calibrated on line over two (2) individual trips to site:

i) Total Primary – Unit Nos. 1 to 4

ii) Total Secondary – Unit Nos. 1 to 4

iii) Secondary Rear – Unit Nos. 1 to 4

iv) Zone 1 - primary – Unit Nos. 1 to 4

v) Zone 2 - primary – Unit Nos. 1 to 4

vi) Zone 3 - primary – Unit Nos. 1 to 4

vii) Zone 4 - primary – Unit Nos. 1 to 4

viii) Zone 5 - primary – Unit Nos. 1 to 4

1.2 Tramp Air

The tramp air measurements will be completed at the SDA inlets and the ID fan inlets of all four (4) units at the McKay Bay facility over the two (2) trips to site. These will be measured using the following three NELS test methods:

Test Method 1 – from %O2 measurements

Test Method 2 – from plant CEM %O2

Test Method 3 – from measured flue gas flows and indicated supply air flows

2.0 SCOPE OF WORK

In order to achieve the above objectives the following scope of work has been proposed.

2.1 Flow Probe Calibration

Each flow probe would be calibrated at various flow settings. Typically, the flow probes are calibrated at flows close to 25%, 50% and 75% of the maximum flow for the specific location. The measured flows would be compared with the control room indicated flow for instrument accuracy. All system pressures and damper settings would be recorded during the test program. These tests would be completed with each unit on line. The control room flows would be retrieved by means of an averaging block, which is already installed at the McKay Bay facility.

The first unit going into an outage next year will have all the Nels flow probes installed and calibrated. The remaining three (3) units with have probes installed during their outage. Calibration or function generators from the first testing will be inputted into each

CP26-007 – December 3, 2025 3 unit. The final calibration and tramp for the reaming units will be completed on the second visit to the plant.

3.0 PERSONNEL AND RESPONSIBILITIES

The flow probe calibration program will consist of two (2) trips to site, set-up, and on-site testing. A two person test crew would be required for the complete flow probe calibration tests.

4.0 CLIENT RESPONSIBILITIES

The client will provide the following for this scope of work:

4.1 Flow Probe Calibration

i) Satisfactory operation of all system instrumentation.

ii) Safe access to the sampling ports and associated platforms.

iii) Pertinent unit operating data will be collected by McKay Bay and provided to NELS.

5.0 SAFETY CONSIDERATIONS

NELS will abide by the safety rules set forth by the facility and will provide all test personnel with climbing gear, hard hat, safety glasses, work gloves, boots, hearing protection, MSDS sheets and communication gear.

In situations where test personnel are exposed to falls 6 feet or greater, full body harnesses with proper lines and abrasion guards will be utilized as fall protection.

6.0 STATEMENT OF QUALITY ASSURANCE

NELS has a team of qualified and experienced environmental professionals on staff. As the majority of our testing work is done for compliance purposes, strict QA/QC procedures are incorporated into our test procedures. Trained personnel will conduct testing with extensive experience in refuse to energy boiler performance testing.

8.2 Flow Probe Calibration & Tramp Air

The flow probe calibrations and tramp would require a total of two (2) technicians to complete the scope of work for both visits. The costs for the calibration of the new flow probes for Unit Nos. 1 to 4 at the McKay Bay facility would be as follows:

CP26-007 – December 3, 2025 5

Phase 1 – single unit – (2 people, 4 days on site) $20,000.00 US.

Phase 2 – three units – (2 people, 10 days on site) $33,900.00 US.

The cost estimations to complete the flow probe calibrations as per the scope of work are based on previous experience and the assumption that none of the tests are delayed in any way because of operational malfunction or any other factors beyond NELS control. The availability of the unit for testing is subject to approval by McKay Bay. Should a test be delayed or aborted due to system or unit operational constraints NELS Inc. shall accommodate such constraints to the best of its efforts. Should the delay be longer than two days, the NELS technicians will be sent home and McKay Bay will be billed all costs up to the delayed period. The testing will be rescheduled and a new cost will be issued based on what needs to be completed as per the original scope of work.

9.0 DELIVERABLES

The following would be presented upon completion of each flow probe calibration test program:

1. Provide preliminary test results – air flow

2. Complete Final Report - 4 weeks

10.0 LIABILITY

NELS would conduct the field study to normal engineering standards and to the satisfaction of McKay Bay; however satisfactory operation of the full size installation would be the sole responsibility of McKay Bay or others.
