About this file
This is a Single Source Certificate of Conditions and Circumstances and supporting proposal documentation for the City of Tampa, Florida, to procure air flow probes and calibration services from NELS Consulting Services Inc. for the McKay Bay Waste-to-Energy Facility. The project involves supplying NELS flow probes for combustion control optimization across four boiler units, with the work designed to complete an initiative originally started in 2019 that was interrupted due to facility transition and COVID-19 travel restrictions. The scope includes manufacturing and delivering 30 complete sets of NELS flow probes with Emerson pressure transmitters and manifolds for Units 1 through 4, with specific probe sets for total primary ducts, total secondary ducts, secondary rear ducts, and five combustion zone locations. The manufacturing timeline is three weeks with one week for delivery, and the city is responsible for installation of probe supports, integration with the facility's distributed control system, and DCS programming. A Single Source justification was submitted on December 29, 2025, citing NELS as the sole supplier of proven flow probe technology specifically suited for waste-to-energy environments, with the technology currently operating in approximately 12 North American facilities.
The total contract value for equipment supply is $227,000 USD, comprising $225,000 for the 30 complete sets of NELS flow probes with pressure transmitters and manifolds, plus $2,000 for shipping. An additional proposal for calibration and tramp air measurement services totals $53,900 USD across two phases: Phase 1 at $20,000 USD for a single unit (two technicians, four days on-site) and Phase 2 at $33,900 USD for three remaining units (two technicians, ten days on-site). Payment for the equipment is structured at 50 percent upon project award with Net 30 terms and 50 percent upon delivery with Net 30 terms. The single source justification emphasizes that continuing with NELS avoids duplication of engineering efforts, reduces schedule risk, and maintains consistency with previously established combustion models and assumptions developed during the original 2019 project work.

Single Source NELs Consulting Services Inc. Air Flow Probes for Combustion Control
Conditions and special circumstances for the Single Source. Please be specific.
The McKay Bay Waste-to-Energy Facility requires completion of a combustion air-profile optimization project that was initiated in 2019 and not fully executed due to the facility transition and COVID-related travel restrictions. As a result, the existing air profiles in the boilers do not fully reflect the intended final configuration, which limits operators’ ability to optimally control combustion.
The original project included detailed analysis of boiler air distribution, development of optimized air profiles, and unit-specific recommendations based on historical testing, baseline data, and as-built conditions at the time. Portions of this work were completed, generating facility-specific data and analytical frameworks that remain directly applicable to the current units.
With the completion of the facility retrofit, conditions now exist to finalize this work and implement the remaining recommendations. Completing the project will allow for improved control of over-fire and under-fire air, enhanced combustion efficiency, and reduced operational variability, supporting consistent environmental compliance.
Continuation of the original project using the same analytical approach and historical datasets avoids duplication of prior engineering efforts, reduces schedule risk, and ensures consistency with previously established combustion models and assumptions.
Completion of this effort represents one of the final combustion optimization initiatives planned for all units at the McKay Bay Waste-to-Energy Facility and is expected to provide long-term operational and compliance benefits.

Test Method 3 – from measured flue gas flows and indicated supply air flows
2.0 SCOPE OF WORK
In order to achieve the above objectives the following scope of work has been proposed.
2.1 Flow Probe Calibration
Each flow probe would be calibrated at various flow settings. Typically, the flow probes are calibrated at flows close to 25%, 50% and 75% of the maximum flow for the specific location. The measured flows would be compared with the control room indicated flow for instrument accuracy. All system pressures and damper settings would be recorded during the test program. These tests would be completed with each unit on line. The control room flows would be retrieved by means of an averaging block, which is already installed at the McKay Bay facility.
The first unit going into an outage next year will have all the Nels flow probes installed and calibrated. The remaining three (3) units with have probes installed during their outage. Calibration or function generators from the first testing will be inputted into each
CP26-007 – December 3, 2025 3 unit. The final calibration and tramp for the reaming units will be completed on the second visit to the plant.
3.0 PERSONNEL AND RESPONSIBILITIES
The flow probe calibration program will consist of two (2) trips to site, set-up, and on-site testing. A two person test crew would be required for the complete flow probe calibration tests.
4.0 CLIENT RESPONSIBILITIES
The client will provide the following for this scope of work:
4.1 Flow Probe Calibration
i) Satisfactory operation of all system instrumentation.
ii) Safe access to the sampling ports and associated platforms.
iii) Pertinent unit operating data will be collected by McKay Bay and provided to NELS.
5.0 SAFETY CONSIDERATIONS
NELS will abide by the safety rules set forth by the facility and will provide all test personnel with climbing gear, hard hat, safety glasses, work gloves, boots, hearing protection, MSDS sheets and communication gear.
In situations where test personnel are exposed to falls 6 feet or greater, full body harnesses with proper lines and abrasion guards will be utilized as fall protection.
6.0 STATEMENT OF QUALITY ASSURANCE
NELS has a team of qualified and experienced environmental professionals on staff. As the majority of our testing work is done for compliance purposes, strict QA/QC procedures are incorporated into our test procedures. Trained personnel will conduct testing with extensive experience in refuse to energy boiler performance testing.

The flow probe calibrations and tramp would require a total of two (2) technicians to complete the scope of work for both visits. The costs for the calibration of the new flow probes for Unit Nos. 1 to 4 at the McKay Bay facility would be as follows:
CP26-007 – December 3, 2025 5
Phase 1 – single unit – (2 people, 4 days on site) $20,000.00 US.
Phase 2 – three units – (2 people, 10 days on site) $33,900.00 US.
The cost estimations to complete the flow probe calibrations as per the scope of work are based on previous experience and the assumption that none of the tests are delayed in any way because of operational malfunction or any other factors beyond NELS control. The availability of the unit for testing is subject to approval by McKay Bay. Should a test be delayed or aborted due to system or unit operational constraints NELS Inc. shall accommodate such constraints to the best of its efforts. Should the delay be longer than two days, the NELS technicians will be sent home and McKay Bay will be billed all costs up to the delayed period. The testing will be rescheduled and a new cost will be issued based on what needs to be completed as per the original scope of work.
