About this opportunity
The City of Tampa Parks and Recreation Department is pursuing a single-source procurement for Motorola MIR Controller components, maintenance, repairs, training, and controller upgrades under solicitation number 26-X-01156. This procurement is being conducted by the City of Tampa, located in Hillsborough County, Florida. The goods and services being procured include proprietary Motorola computerized radio-controlled MIR Controllers, replacement components, repair services, periodic system upgrades, and annual staff training in proper maintenance and minor repair techniques for irrigation operations. The department requires vendors to confirm their ability to provide these specialized goods and services and to submit documentation verifying authorized vendor status for Motorola products. The evaluation is based primarily on the vendor's authorization and capability to support this proprietary system, which has been in use for the past 20 years. The intent to single source was posted on May 6, 2026, with a due date of May 5, 2026. Interested vendors must respond through the City of Tampa's online supplier portal at https://procurement.opengov.com/portal/cityoftampa.
Central Control Systems, Ltd. is identified as the incumbent vendor and sole viable source for this procurement, as confirmed by Mottech Water Solutions' designation of Central Control Systems as the exclusive authorized dealer for Motorola Irrigation products in Hillsborough County, Florida, including the ICC PRO, IRRInet M, IRRInet ACE, PIU, and Piccolo XR systems. This single-source justification is based on the proprietary and specialized nature of the Motorola MIR Controller system, which requires vendor-specific components and can only be properly serviced, maintained, and upgraded by factory-trained personnel authorized by the original equipment manufacturer. No alternative suppliers exist that can provide compatible components, specialized training, and system upgrades without requiring complete system replacement. Based on the April 27, 2012 quote from Central Control Systems, unit pricing for controller configurations ranges from $3,450.00 to $12,010.00 depending on type and quantity, with multiple controller variants specified including IRRInet-ACE, AC IRRInet-M, DC IRRInet-M, and HNET models with quantities ranging from 12 to 56 units depending on configuration. The quote indicates Net 30 payment terms and notes that all equipment is factory-manufactured new upon order, with freight not included and ground rod installation required for each controller. The contract procurement reflects the City's operational dependency on this proprietary system and the specialized expertise required to maintain its existing irrigation infrastructure.
