This is a single source justification document submitted by the City of Tampa Parks and Recreation Department in Florida for the procurement of Motorola MIR Controllers, components, maintenance, repairs, training, and controller upgrades. The procurement seeks to continue the department's 20-year relationship with Central Control Systems as the sole supplier of these proprietary irrigation control systems. The Motorola computerized radio-controlled MIR Controller system is specialized equipment that requires vendor-specific components and periodic upgrades. The department requires annual training for irrigation staff in proper maintenance and minor repair techniques, which only the original equipment manufacturer's authorized supplier can provide. The contract encompasses the supply of controllers, replacement components, repair services, staff training programs, and system upgrades necessary to maintain the existing irrigation infrastructure.

The single source justification is based on the proprietary nature of the Motorola MIR Controller system, which limits viable suppliers to Central Control Systems as the only source capable of providing compatible components, training, and upgrades. The department's two-decade history with this system has created operational dependency on the specialized equipment and vendor expertise. No alternative suppliers exist that can provide the required level of integration and support for the existing infrastructure without complete system replacement, which would constitute a more costly alternative. The justification supports awarding the contract to Central Control Systems without competitive bidding due to the sole-source availability of compatible products and specialized training services essential to the department's irrigation maintenance operations.
