About this opportunity

Towson University is issuing an RFI (TU-2622) for vendor recommendations on integrated student experience, degree planning, and advising solutions with responses due March 25, 2026 at 2:00 PM Eastern Time. This is an information-gathering vehicle only; the university makes no commitment to issue a formal solicitation, award a contract, or reimburse response costs. Vendors are prohibited from providing quotes.

The scope spans eight functional areas: student chatbots and digital engagement, degree planning and pathway tools, academic requirement and degree progress tracking, enrollment experience enhancements, advising and student support, course-specific adaptive tutoring, financial aid and compliance support, and data and institutional insights. Potential AI-based solutions are of interest. The university prioritizes degree planning and pathway tools as the highest area of need. Any solution must integrate with PeopleSoft Campus Solutions and Blackboard; the university has implemented Oracle Cloud ERP with planned Oracle Cloud HCM deployment and requires administrative access and billing functions through Microsoft Azure. The university currently uses EAB Navigate for appointment scheduling and is open to solutions that complement or replace it. All solutions must comply with FERPA, ADA/WCAG, and other accessibility requirements.

Towson University serves 19,500 undergraduate and graduate students and is the largest university in the Baltimore area and second-largest in the University System of Maryland. The university anticipates a multi-year modernization journey with phased implementation and is open to discovery and assessment engagements prior to full deployment, though it requires timelines not to extend excessively during discovery phases. Vendors may propose single or multiple integrated solutions and should address integration approaches if applicable. Vendors must provide general cost estimates with implementation and ongoing support breakdowns, proposed project timelines with key milestones, company background and relevant higher education experience, and information regarding potential MBE and VSBE subcontracting opportunities. Questions were due March 13, 2026. Amendment No. 1, issued March 20, extended the response deadline from March 23 to March 25, 2026.

Opportunity text

Towson University (TU) is seeking information from qualified vendors regarding their recommendations for modernizing and streamlining the student experience from first inquiry through graduation. To achieve this, TU is exploring solutions, potentially involving AI, that enhance communication, advising, enrollment, curriculum planning, degree progress visibility, and overall student success. This RFI is intended to gather market intelligence and understand the capabilities of potential vendors available to share information about their tools, platforms, or integrated ecosystems that can significantly elevate TU's student experience while working within or alongside TU's existing systems, including PeopleSoft Campus Solutions and Blackboard. TU is seeking information only. The requirements stated in this RFI may not accurately reflect those which may be contained in a Request for Proposal, Invitation for Bid, or other procurement vehicle. This issuance does not constitute a commitment to issue a request for bids, award a contract, or pay any costs incurred in preparation of a response to this request. Furthermore, TU requires that all responding vendors abstain from providing any quotes in response to this RFI. Should TU decide to move forward with the services, a formal solicitation may be issued.
