About this file

This document is a Question and Response summary for Towson University's Request for Information (RFI) regarding an Integrated Student Experience, Degree Planning, and Advising solution. The RFI seeks vendor recommendations for modernizing the student experience from first inquiry through graduation, with potential incorporation of artificial intelligence technologies. Towson University is exploring solutions that enhance communication, advising, enrollment, curriculum planning, degree progress visibility, and overall student success. The university prioritizes degree planning and pathway tools as its highest functional areas of need and requires any proposed solution to integrate with its existing PeopleSoft Campus Solutions system and Blackboard platform. Towson is open to phased approaches that include discovery and assessment engagements prior to full implementation, though the university emphasizes that timelines should not extend excessively during discovery phases.

Towson University prioritizes cloud-based solutions and has implemented Oracle Cloud ERP with planned Oracle Cloud HCM deployment. The university requires administrative access and billing functions to be managed through Microsoft Azure, while vendors may select alternative cloud providers if security and compliance standards are met. The university currently uses EAB Navigate for appointment scheduling, which syncs with Microsoft Outlook and WebEx, and is open to solutions that either complement or replace this existing software. Towson uses PeopleSoft Campus Solutions' Academic Advisement module and requires vendor responses to include sections A through C formatted according to Section D of the questionnaire. This is an information-gathering solicitation only; Towson explicitly prohibits vendors from providing any quotes and has made no commitment to issue a formal solicitation or award a contract.

Questions and Responses No.: 2

Procurement

8000 York Road Towson, MD 21252-

Question 1: Provide guardrails and financial aid implications." Can Towson provide further context for this question

Responses: Assistance with the management of drops and withdrawals that impact financial aid – notifications to students, advisors on impact of a drop/withdrawal.

Question 2: Provide an appointment scheduling feature that syncs with existing systems." What are the existing systems? Is it just Outlook

Responses: Currently students are able to make appointments with their advisor through EAB Navigate. The system syncs with MS Outlook and our virtual meeting platform WebEx.

Question 3: Which of the eight functional areas described in the RFI does Towson consider its highest priority?

Responses: The highest priorities are degree planning - Degree Planning and Pathway Tools (3.2) Academic Requirement / Degree Progress Tools (3.3)

Question 4: Is Towson using PeopleSoft’s native Degree Audit (Academic Advisement) module or a third-party degree audit tool?

Responses: Yes, TU is using the Campus Solutions Academic Advisement module: Academic Requirements.

Question 5: Does Towson currently use any third-party advising or student success tools (e.g., EAB Navigate, Starfish) that a new solution would need to complement or replace?

Responses: Towson is currently using EAB Navigate, but we are open to a solution that would either complement or replace this software all together.

Question 6: Does Towson have a preferred cloud provider or existing cloud infrastructure that the solution should align with?

Responses: Towson University prioritizes cloud solutions and has already implemented Oracle Cloud ERP, with plans for Oracle Cloud HCM. There is no set timeline for a full cloud-based student system to replace Campus Solutions. Any proposed solution must integrate with PeopleSoft Campus Solutions.

For the cloud provider, if administrative access or billing is needed, we want that to be Microsoft Azure; otherwise, the vendor may choose, provided all security and compliance standards are met.

Question 7: Is Towson open to a phased proposal that begins with a discovery and assessment engagement before committing to a full build?

Responses: A phased approach is fine, but we would want to make sure the timeline doesn’t balloon during the discovery phases.

Question 8: Should we incorporate sections A through C within our response using the format set forth in Section D. QUESTIONNAIRE/RESPONSE

Responses: Yes

Question 9: Does Towson University prefer SaaS or an on-prem solution. If SaaS, does the University have a preference for a cloud provider
