About this opportunity
The Northwest Bergen County Utilities Authority is conducting a Request for Pre-Qualification (RFPQ) for Insurance Services, seeking qualified firms to provide comprehensive insurance-related professional services. The procurement specifically targets vendors capable of serving as General Insurance Consultant, Employee Benefits Consultant, Third Party Administrator, Insurance Broker, Risk Manager, and Surety Underwriter. Interested respondents must submit electronic qualifications through the Euna E-procurement portal at www.BergenBids.com by December 15, 2025, at 10:00 a.m. Qualification statements must include an executive summary, executed Letter of Qualification, administrative business information, professional experience and references, key employee resumes, and confirmations of appropriate federal and state licenses. Evaluation will focus on demonstrated capability and willingness to provide high-quality services, with respondents required to meet minimum insurance requirements including Workers Compensation Insurance, $2 Million in Professional Liability coverage, and $2 Million in General Commercial Liability coverage at the time of contract award.
The procurement process is structured as a competitive fair and open process under New Jersey's Local Unit Pay-to-Play Law, though not subject to the Local Public Contracts Law. Respondents must complete several mandatory compliance documents, including a Disclosure of Investment Activities in Iran form, Ownership Disclosure Statement, and Certification of Noninvolvement in Prohibited Activities in Russia and Belarus. While no specific funding amounts or contract duration are specified in this pre-qualification phase, the Authority reserves the right to reject any or all responses, request additional information, and conduct interviews with respondent representatives. Vendors must comply with comprehensive nondiscrimination requirements, including affirmative action language prohibiting discrimination based on age, race, creed, color, national origin, ancestry, marital status, sexual orientation, gender identity, disability, and sex. All response costs are to be borne by the respondent, and all submitted Qualification Statements will become the property of the Authority and will not be returned.
