About this opportunity

Collier County Board of County Commissioners has issued Invitation to Bid (ITB) No. 25-8392 for Instrument Calibration, Repair, and Replacement Services for the Public Utilities Division. The solicitation seeks qualified contractors to provide comprehensive calibration, repair, and replacement services for various instruments used in water, wastewater, and irrigation quality facilities, including plants, booster stations, well fields, and pump stations. The contract will be categorized into four service areas: Analyzers, Flow Meters, Level Control, and Pressure Calibration, with the intent to award a primary and secondary contractor for each category. Bidders must provide unit pricing for calibration and revalidation services, including labor, materials, parts, equipment, travel, and certification reports, with certified technicians capable of submitting calibration forms and reporting instrument performance issues. The contract term is three years with two one-year renewal options, and bids are due on August 8, 2025, at 3:00 PM EST. Contractors must provide repair and replacement services with a markup not exceeding 15% for equipment, parts, and supplies, and must offer warranties with a minimum one-year coverage for material and workmanship.

The solicitation does not specify specific set-aside designations or restrictions on responding organizations. Contractors must meet comprehensive insurance requirements, including Worker's Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability, with coverage amounts ranging from $1,000,000 to statutory limits. For projects exceeding $200,000, vendors must submit Performance and Payment Bonds written for 100% of the contract award amount. Historically, the County has spent approximately $100,000 annually on these services, though this may not indicate future purchasing patterns. The contract allows for potential usage by other county departments and includes provisions for potential extension of pricing, terms, and conditions to other governmental entities. Bidders must be enrolled in the E-Verify program, possess appropriate business licenses, comply with immigration laws, and adhere to environmental health and safety standards. The contract will require vendors to provide identification badges for employees working on County facilities and comply with background check requirements.
