About this opportunity
Morris County Park Commission in New Jersey is requesting sealed bids for supply, delivery, and installation of IP-based CCTV surveillance systems and camera upgrades across three park locations (Fosterfields Living Historical Farm, Haggerty Education Center, and Lees County Park Marina) under Contract #13-26, with bids due October 14, 2026 at 10:00 a.m. The project encompasses a new complete system installation at Fosterfields and camera additions to existing Hanwha Vision Wisenet Wave systems at the other two locations.

A bid guarantee of ten percent of the total bid price (not exceeding $20,000) and a performance bond equal to one hundred percent of the contract amount are required.
The surveillance system must deliver minimum 4 megapixel resolution per camera, record at least 32 simultaneous video streams at 30 frames per second on a single NVR or server, and display and store live and archived images simultaneously without data loss. Cameras must support Power-over-Ethernet to eliminate separate power lines, operate in outdoor temperatures from minus 10 degrees Fahrenheit to 140 degrees Fahrenheit without additional heating or cooling, employ wide-angle lenses at 90 degrees or greater, and contain no moving parts such as auto iris or mechanical filters.
The bid is structured in three lots with unit pricing: Lot 1 (one panoramic outdoor camera at Haggerty Education Center); Lot 2 (five outdoor bullet cameras, switches, patch panels, rack cabinets, and UPS systems at Lees County Park Marina); and Lot 3 (one network video recorder, six cameras including four indoor and two outdoor, fiber-to-ethernet adapters, POE+ injectors, UPS systems, rack cabinets, and patch panels at Fosterfields). The contract term is sixty calendar days commencing November 1, 2026 through December 31, 2026. Award will be to the lowest responsible bidder meeting specifications. The Morris County Park Commission reserves the right to award items separately or reject any or all bids. This is an open-ended contract on an as-needed basis with no minimum purchase guaranteed.
Opportunity text
The requirements listed in the following represent the minimum requirements for an IP surveillance, digitized and networked version, of closed-circuit television (CCTV). In this IP surveillance system, the IP camera(s) will record video footage and the resulting content is to be distributed over the IP (Internet protocol) network as specifiedwithin. I. Video surveillance has to deliver images with a minimum of 4mp per camera in order to guarantee that persons andobjects can be identified properly in the live images. 2. The camera images need to be recorded at a compatible level of quality of the highest MP camera quoted to guarantee that persons and objects can be identified properly in the stored images. 3. The system has to allow for simultaneous display and storage of the live images as well as the display of the stored images and video sequences without the risk of losing data. 4. The system needs to be able to record at least 32 smooth video streams simultaneously on one NVR or Server. The recorded video streams need to contain at least 30 images per second. To reduce costs, the camera system should not require additional power lines for heating or cooling the cameras. Instead, power should be supplied via the network cabling (e.g. Power-over-Ethernet) 6. The system needs to be able to operate in outdoor applications temperatures between -10F to 140F without any additional heating or fan in the surveillance cameras. This will reduce maintenance and power consumption to a minimum, thus providing for cost-efficient protection of the whole system using uninterruptible power supplies. 7. The cameras should not have to rely on any moving parts such as auto iris, mechanical filters, motors, fans or similar. This ensures that the complete system is highly reliable and maintenancefree. 8. The cameras need to employ wide-angle lenses with an image angle of 90 degrees or more so that the monitored areas are covered as efficiently as possible. 9. The camera system must be easily scaled and upgraded in a modular fashion to support additional cameras. 10. Audio, where required shall be simultaneously recorded with video in sync and in a usable format for legal presentation as provided by the State of New Jersey, office of the Attorney General guidelines The contractor/installer must be manufacturer certified and trained on the equipment being installed. 12. The housing and the materials have to be chosen in such a way that the cameras have a life expectancy of at least five years. The camera enclosure shall be waterproof under normal and severe rain conditions. The camera enclosure shall be constructed of a material that is rugged and not subject to heat or distortion under extreme outdoor weather conditions; nor should it be generally subject to damage or tampering. 13. The surveillance system needs to include video management software for camera management and playback/export of recorded images and audio at NO additional licensing cost for as many computers as necessary. 14. The camera system must be secure to prevent unauthorized access and provide layers of access security for authorized users. 15. The surveillance cameras and system must be able to provide email notification of system failures and events including hard drive errors, recording system offline, and system startup. 16. Bidders must have experience in deploying IP-based video surveillance cameras systems for municipalities and law enforcement agencies. As a software-based solution, rather than a hardware-based application, the newest features and developments must be easily incorporated into the deployed solution through future software upgrades.
