About this opportunity
The City of Dallas, through the Department of Facilities and Real Estate Management (FRM), is seeking competitive sealed proposals for a turn-key LED lighting and lighting controls installation project across five municipal facilities. The project encompasses comprehensive lighting upgrades at K.B. Polk Recreation Center, Martin Weiss Recreation Center, Park in the Woods Recreation Center, Lakewood Branch Library, and Skyline Library. Prospective contractors must attend a mandatory pre-proposal site visit for all five locations to survey and validate existing light fixture conditions, quantities, and types. Attendance at these site visits is critical, as failure to participate will result in proposal disqualification. The Request for Competitive Sealed Proposal (RFCSP) requires contractors to provide fully functional LED lighting and lighting control systems, with the solicitation posted on June 12, 2025, and proposals due by August 1, 2025. Evaluation criteria are detailed in the attached documentation, with potential contractors expected to demonstrate technical expertise, project management capabilities, and compliance with specified lighting specifications.
The procurement appears to have provisions for minority and women-owned business enterprises (MWBE), as evidenced by the attached MWBE List and Workforce Composition Form. Contractors must also comply with the Build America Buy America Act, as indicated in the attached exhibit. Additional requirements include specific insurance standards and bonding documentation, which are outlined in the standard forms and insurance requirements attachments. While specific budget ranges are not explicitly stated, the comprehensive nature of the project involving five distinct facilities suggests a significant infrastructure investment. The project files include multiple addendums and detailed floorplans for each location, indicating a complex and thorough procurement process. Prospective bidders will need to carefully review all attached documentation, including lighting specifications, contract samples, and addendum materials to fully understand the scope and requirements of this municipal lighting upgrade initiative.
