The procurement is restricted to a local vendor, as specified and outlined by the division, and installation must occur in Broward County at the vendor's authorized location.

The package includes low-profile and flash-head light heads, a siren controller and speaker, and headlight and taillight flashers. The vendor must furnish a minimum one-year manufacturer's warranty covering materials and workmanship defects and must certify manufacturer authorization.

A Vendor Questionnaire must accompany the response or be submitted within three business days of the County's written request, and late submission renders the vendor nonresponsive. Insurance minimums are $1 million per occurrence and $2 million aggregate general liability, $500,000 combined bodily injury and property damage auto liability, and $500,000 each accident employer's liability, plus excess or umbrella coverage as applicable. Broward County must be named certificate holder and additional insured on all liability policies except professional liability.

The specifications describe a one-time, fixed purchase. The General Conditions apply a three-year term from award with two optional one-year renewals, capped at five years absent Board authorization and subject to funding availability. Pricing must be firm, all-inclusive, F.O.B. Destination, and no higher than prices charged to other similar purchasers. The County awards to the lowest responsive and responsible vendor, and bids remain irrevocable for 120 days. Questions must be submitted through BPRO's Messages section by the questions due date. Vendors may not submit responses by other means.
