About this opportunity

The Massachusetts Office of the Trial Court – Facilities Management at Springfield Juvenile Court is soliciting bids for installation of a split air-conditioning system with one cooling head in the basement elevator room at 80 State Street, Springfield, Massachusetts, with bids due September 18, 2026. All work must comply with Massachusetts prevailing wage laws; the prevailing wage schedule issued August 12, 2026 applies to all workers regardless of union affiliation.

The scope includes provision of all labor, equipment, and materials to install the condenser unit, cooling head, refrigerant piping, electrical connections, condensate drain lines, fire blocking and caulking of fire-rated penetrations, and system testing and commissioning. Core drilling is permitted if necessary. Acceptable A/C brands are limited to Mitsubishi, Fujitsu, or Daikin. All necessary permits must be included in the bid price. The project addresses chronic elevator equipment failures caused by inadequate temperature control in the mechanical room. Bids must include proof of insurance, CORI background check acknowledgment, prevailing wage acknowledgment, a detailed cost breakdown separating labor and materials, a manufacturer warranty letter, and the specific make and model to be installed. Work will be split between normal business hours and premium time; the exact allocation will be identified at the pre-bid walkthrough.

A pre-bid walkthrough is scheduled for September 3, 2026 at 10:00 a.m. Completion is guaranteed by January 30, 2027. The bid number is BD-27-1107-FREG5-ACCOU-132495. Bidders must acknowledge all project specifications, issued addenda, and scope exclusions (carpentry, painting, suspended ceiling repairs, elevator technician standby, and hazardous materials testing). Awarded contractors must submit proof of required licenses and certifications, certificates of insurance, contractor authorized signatory forms, and OSHA certificates for all employees. A payment bond equal to 50% of the total contract is required if the contract exceeds $25,000. Site contacts are David Paye (781-379-6403, David.Paye@jud.state.ma.us) and Brian Leibinger (413-302-4136, brian.leibinger@jud.state.ma.us).
