About this file
This is a Scope of Work document issued by the Commonwealth of Massachusetts Trial Court for the installation of an air conditioning system in the basement elevator room at Springfield Juvenile Court, located at 80 State Street, Springfield, MA 01103. The project involves providing all labor, equipment, and materials necessary to install a split A/C system with an outdoor condenser unit and one cooling head designed to regulate temperature in the elevator machine room. The elevator mechanical equipment, electronics, and batteries have experienced higher-than-average failures due to inadequate air conditioning and ventilation, making room temperature control essential to reduce elevator downtime. Acceptable A/C brands are limited to Mitsubishi, Fujitsu, or Daikin. Work includes installation of the condenser and cooling head, refrigerant piping, electrical connections, condensate drain lines, core drilling if necessary, fire blocking and caulking of fire-rated penetrations, and system testing and commissioning. The pre-bid walkthrough is scheduled for Thursday, September 3rd, 2026 at 10:00 AM, with bids due Friday, September 18th, 2026 at 12:00 PM. Completion is guaranteed by January 30, 2026, and work hours will likely be split between normal business hours and premium time, with the specific breakdown to be identified at the pre-bid walkthrough.
Proposals must include all necessary permits in the price, proof of insurance, acknowledgment of CORI check requirements, prevailing wage acknowledgment, overtime premium for off-hours labor, a breakout of labor and materials costs, a manufacturer warranty letter, and the make and model of the system to be used. The proposal must not include carpentry, painting, suspended ceiling repairs, licensed elevator technician standby costs, or hazardous materials testing and abatement. Awarded contractors must ensure all workers obtain required licenses and certifications and must submit required licenses and certificates, certificates of insurance, contractor authorized signatory forms for new vendors, a 50% payment bond if the total contract exceeds $25,000, and OSHA certificates for all employees. Work hours will likely be split between normal business hours and premium time, with specific portions to be determined at the pre-bid walkthrough.
