About this opportunity

Dallas Independent School District (Dallas ISD) is seeking proposals for installation and repair of brick pavers and segmental retaining walls through a district-wide Request for Proposal (RFP) to be used on an as-needed basis. The procurement seeks contractors capable of performing comprehensive services including site preparation, excavation, material placement, and installation of brick pavers and segmental retaining walls across district facilities. Contractors must adhere to specific technical guidelines from the Interlocking Concrete Pavement Institute (ICPI), National Concrete Masonry Association (NCMA), and Concrete Masonry & Hardscapes Association (CHMA), and provide all necessary labor, tools, machinery, and equipment to complete projects. Contractors are required to obtain a Dallas ISD badge, provide proof of General Liability and Workers' Compensation insurance, and comply with safety requirements including proper personal protective equipment. The proposal is due on October 16, 2025, with work to be performed Monday-Friday and weekends from 7:00 AM - 7:00 PM, and includes a comprehensive evaluation process emphasizing best value rather than lowest price.

The contract encourages participation from all vendors, including sole source providers, with a strong emphasis on Minority and Women-Owned Business Enterprise (M/WBE) participation. The district has an aspirational Small Business goal of 30% for goods and services contracts, with up to 20 points available in the evaluation for M/WBE program engagement. The contract term is three years with the potential for two successive one-year extensions, not to exceed five years total, and can be used with local, state, federal, and grant-funded programs. Vendors must complete various compliance documents, including a Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), and potentially demonstrate participation in mentor-protege programs or diverse subcontractor inclusion. While specific budget ranges are not explicitly stated, the district reserves the right to award contracts to one or multiple vendors and may conduct discussions or negotiations with offerors in the competitive range. The contract follows Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements for procuring vendors using federal dollars.

This proposal may be used with local, state, federal, and grant-funded programs.
