About this opportunity

Mt. San Antonio College is soliciting proposals for Professional Consultant Services to provide comprehensive inspection and quality assurance services through a Request for Qualifications (RFQ) #2026-014. The procurement seeks qualified firms to deliver Division of the State Architect (DSA)-certified inspection services, quality assurance reviews, special inspections, program management support, code compliance reviews, and regulatory reporting for construction, renovation, and remediation projects. The contract period is from November 2025 through October 2030, with potential extensions for up to four additional one-year periods. Proposals will be evaluated across seven criteria: company information (10 points), business experience and licensing (25 points), references (10 points), firm staffing (10 points), pricing and deliverables (20 points), ability to maintain project budgets (15 points), and experience with Project Labor Agreements (10 points). A mandatory pre-proposal meeting is scheduled for September 17, 2025, with proposal submissions due by October 3, 2025, and an anticipated contract start date of December 1, 2025. On-Call Consultant Services are typically limited to projects less than $220,000, and all proposals must be submitted electronically via OpenGov.

The procurement includes a Community Workforce Agreement that emphasizes local hiring, with a target of 30% of construction labor hours worked by local residents, veterans, and student graduates. While no specific set-aside designations for disadvantaged enterprises are explicitly detailed, the agreement strongly encourages small and local business participation. Contractors must comply with prevailing wage requirements, Department of Industrial Relations (DIR) registration, and maintain specific insurance coverages, including professional liability insurance with $2,000,000 per occurrence and $4,000,000 aggregate coverage. The district reserves the right to award multiple contracts and does not guarantee a minimum amount of work, with contract awards contingent upon funding availability and subject to Board of Trustees approval. Potential contractors must submit various tax forms, including IRS Form W-9 and California Forms 587, 588, and 590, and must be prepared to provide comprehensive vendor information. While a specific total contract value is not specified, individual projects are expected to be under $220,000, with the potential for multiple awards across the five-year contract period.
