About this opportunity

Solano County's Department of Health and Social Services is conducting a Request for Qualifications (RFQ) to establish a pool of agencies capable of providing innovative models of care for youth in foster care. The procurement seeks agencies that can deliver specialized, intensive care services for complex youth cases, with a focus on home-based settings that provide integrated therapeutic services and 24/7 support from resource parents. Proposers must demonstrate expertise in trauma-informed, culturally responsive services that can stabilize youth and prepare them for more permanent living situations. The RFQ requires comprehensive documentation including detailed budget narratives, staffing plans, work schedules, and key team member qualifications. Evaluation criteria will focus on four key areas: general qualifications and experience (30%), scope of work/program description (30%), demonstration of knowledge (20%), and budget utilization (20%). The solicitation was posted on July 29, 2025, with proposals due by September 8, 2025 at 5:00 pm, and an anticipated contract start date of October 1, 2025.

The RFQ does not explicitly specify set-aside designations or restrictions on respondent types, but implies a preference for agencies with proven experience in foster care services. The total combined contract budget is estimated at $200,000, with a cost-reimbursable structure potentially contingent on state and federal budget allocations. The county reserves the right to reject any proposals, cancel the RFQ, or award contracts to multiple respondents based on the best value. Contractors will be required to meet extensive compliance requirements, including non-profit status verification, annual audit reports, drug-free workplace certification, child and adult abuse reporting, and HIPAA compliance. Insurance requirements include $1 million in errors and omissions and professional malpractice coverage. The contract may include provisions for potential renewal based on satisfactory performance, with the county maintaining flexibility to terminate the agreement with 30 days written notice.
