About this opportunity

The County of Orange, Sheriff-Coroner Department is soliciting competitive bids for the procurement of inmate underclothing and related items to supply three Orange County jail facilities: Central Men's Jail, Theo Lacy Facility, and James A. Musick Facility. The solicitation encompasses ten line items including women's panties and sports bras, men's t-shirts and boxer shorts, women's nightgowns, men's sweatshirts in gray and orange, men's tube socks, and replacement shoelaces and bootlaces, with estimated annual usage quantities ranging from 5 dozen to 7,200 dozen units depending on the item. All items must be new and must exactly match approved samples in brand, style, color, size, and weight while withstanding repeated commercial laundry washing without loss of shape or color. The contract is structured as a firm fixed-fee agreement with a three-year initial term renewable for an additional two years by mutual written agreement, with pricing submitted on a per-unit basis and all freight, delivery, and handling charges included. Contractors must provide order confirmations within one business day of receipt, fulfill orders within thirty calendar days, and deliver Monday through Friday between 7:00 a.m. and 3:00 p.m. Pacific Time to designated locations equipped with functioning lift gates and pallet jacks. Sample submissions are required by March 13, 2026, electronic bids are due March 27, 2026, at 4:00 p.m. through the County's eProcurement Portal, and contract execution must occur within seven days of award notification. Award will be made to the lowest responsive, responsible bidder, with no bidders' conferences or site visits specified.

The County offers a five percent price preference for businesses certified as Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE), with an eight percent preference for entities certified as both, though no set-asides are exclusively restricted to these categories. Bidders must obtain DUNS and Unique Entity Identifier (UEI) numbers prior to award and maintain adequate inventory or quick access through manufacturer relationships to meet delivery requirements. Contractors are required to provide both a Labor and Material Payment Bond and a Faithful Performance Bond, each with a penal sum equal to at least the estimated amount payable under the contract, executed by a California-authorized surety and approved by the County's Risk Management and Office of County Counsel. Price increases are prohibited during the first contract year, with any subsequent increases requiring documented proof of cost increases and thirty days' advance written notice, while all price decreases automatically extend to the County. A cooperative contract provision allows other governmental entities to use this contract under identical terms and pricing, with the contractor owing a two percent administrative rebate on total sales from subordinate contracts. No specific incumbent vendors or budget ranges are identified in the solicitation documents.
