About this opportunity
Hall County, Georgia is seeking qualified contractors to provide an Inmate Telephone System & Services for its Correctional Institution located in Gainesville. The procurement is structured as a Request for Quotation/Proposal (RFQ/P #46-010) with the primary objective of securing a comprehensive telephone system for inmates. The county intends to award a single vendor contract for an initial one-year term with potential for four additional renewal options. Bidders must submit sealed proposals by May 15, 2025, at 2:00 pm EST to the Purchasing Division on the fourth floor of the Hall County Government Center. Key submission dates include May 1, 2025, for bidder questions and May 8, 2025, for receiving official answers to those questions. Evaluation will likely include a comprehensive review of technical capabilities, cost proposal, and responses to mandatory scored questionnaires provided in the bid documents. Contractors must demonstrate the ability to provide a complete inmate telecommunications solution that meets the specific operational needs of the correctional facility.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. Interested vendors must complete mandatory documentation including a W-9 form, E-Verify affidavit, and ethics affidavit as part of their bid submission. While specific budget ranges are not detailed in the provided documentation, the comprehensive nature of the solicitation suggests a significant telecommunications infrastructure investment. The county reserves the right to select multiple vendors if a single contractor cannot provide all required services, either independently or through subcontractors. Potential bidders will need to thoroughly review the attached exhibits, including the contract for services, cost proposal template, and scored questionnaire, to fully understand the scope and requirements of the inmate telephone system procurement.
