About this opportunity

The City of Philadelphia Procurement Department is requesting quotations for inks for Canon Image Prograf TM300 printers through the PHLContracts electronic bidding system, with quotations due October 30, 2026.

This is a micro purchase under the City of Philadelphia's threshold, with a quotation ceiling of less than $43,000 (adjusted annually by CPI-U from January 1, 2020 and rounded to the nearest thousand dollars). The contract term runs 365 days from the effective date. All prices must be quoted net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.

Quotations must be electronically submitted by an authorized seller representative through PHLContracts with a completed and executed Consent and Authorization Agreement. Vendors must answer all mandatory questions, provide unit costs for all listed items, and accept the Micro Purchase Terms and Conditions. All products must be delivered FOB Destination Point at the quoted prices. Sellers may offer alternate products of equal quality and performance with complete descriptions.

Award is to the lowest responsible and responsive seller; issuance of a purchase order constitutes a binding contract.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum limit of $500,000 per occurrence, and automobile liability insurance with a minimum limit of $300,000 per occurrence, naming the City as an additional insured. All sellers must comply with nondiscrimination provisions, ethics requirements prohibiting gifts to City employees, and restrictions on City employee financial interests in contracts. A Philadelphia business tax identification number and appropriate business tax returns are required.

Submission of the optional LGBTQ Applicant Opportunity Data Form is voluntary. Contact the Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721 for assistance.
