About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Housing and Revitalization Department is requesting proposals for Infill Housing Strategy Consulting Services under RFP 547320, with proposals due July 17, 2026 at 4:00 PM EST and a pre-proposal conference scheduled for June 9, 2026 at 10:00 AM EST via Microsoft Teams. Respondents must demonstrate a minimum of five years of experience producing financial analysis and modeling for infill housing development. Key deliverables include a Market Analysis and Conditions Report, Best Practices Analysis, Goals and Objectives documentation, Action Items, and a Final Strategy Document, with the majority of work completed during calendar year 2026 and deliverables expected by December 2026, with refinement continuing through Q3 2027.

The contract term is two years with potential renewal options subject to Detroit City Council approval. Evaluation will be based on Qualifications/Relevant Experience/Capacity (40 points), Past Performance/Engagement Methods (20 points), Price (20 points), and Timeline/Workplan (20 points), with up to 10 additional points available through Detroit Equalization Credits for qualifying businesses.

Pricing must be submitted as firm fixed price with detailed schedules of fees and hourly rates differentiated by staff classification with no provision for cost escalation. Questions are due June 12, 2026 at 4:00 PM EST. Respondents must submit a notarized Certificate of Authority, Affidavit of Disclosure of Interests, Non-Collusion Affidavit, Amendment Acknowledgement form, three years of financial statements, Certificate of Insurance compliant with model agreement requirements, and documentation of active System of Awards Management (SAM) registration. City of Detroit Treasury Clearance must be obtained prior to final contract approval; evidence of clearance application is acceptable at proposal stage.
