About this opportunity

The State of California's Department of Developmental Services, specifically the Porterville Developmental Center, is soliciting bids for an Infectious Waste Removal and Disposal contract (PR259009) to be executed from July 1, 2025, through June 30, 2028. The procurement seeks a qualified contractor to provide comprehensive medical waste management services, including weekly pickup and disposal of infectious, non-hazardous, hazardous, and pharmaceutical waste from multiple facility locations such as Unit W-1, the Pharmacy, and clinic areas. Bidders must possess a current EPA Hazardous Waste Haulers Permit and be a registered Hazardous Waste Transporter with the State of California, with mandatory submission of applicable licensing documentation. Key bid dates include May 2, 2025, for IFB availability, May 16, 2025, as the final bid submission deadline, and May 28, 2025, as the anticipated Notice of Intent to Award date. The contract will be awarded to the lowest responsive responsible bidder, with waste container quantities serving as estimated volumes for evaluation purposes.

The state has waived the Disabled Veteran Business Enterprise (DVBE) Participation Program requirement for this specific contract. Bidders must submit a comprehensive package including a Cost Sheet, references, Darfur Contracting Act Certification, California Civil Rights Law Attachment, and current insurance certificate with minimum coverage limits. While specific budget ranges are not explicitly detailed, the contract includes a Budget Contingency Clause allowing the state to cancel or reduce the agreement if sufficient funds are not appropriated. The procurement requires contractors to provide all necessary containers, biohazard signs, and liners at no additional charge, and mandates strict compliance with Title 22 of the California Code of Regulations. Contractors must also provide comprehensive employee training on topics including Bloodborne Pathogens, Medical Waste Segregation, OSHA Manual, and Infectious Control, ensuring rigorous health and safety standards are maintained throughout service delivery.
