About this opportunity

The Colorado Department of Corrections, Division of Clinical Services, is requesting bids for infectious medical waste removal and disposal services across 18 state correctional facilities under IFB 26-0190, with bids due June 9, 2026 at 5:00 p.m. and a virtual public bid opening June 10 at 10:00 a.m. A Service Disabled Veteran Owned Small Business (SDVOSB) verified by the U.S. Small Business Administration and incorporated or maintaining a place of business in Colorado receives a 5% preference on quote pricing.

The scope encompasses collection, transportation, treatment, and disposal of infectious waste and trace chemotherapy contaminated waste from 18 facilities. The contractor must provide multiple container sizes (40-gallon, 28-gallon, 3-gallon, 4.3 cubic foot, and 1.9 cubic foot boxes), closure supplies, biohazard labeling, and sharps container integration. Collection occurs on fixed schedules between 8:00 a.m. and 5:00 p.m. Mountain Time, Monday through Friday — weekly pickups at Denver Reception and Diagnostic Center and Denver Women's Correctional Facility, and monthly to quarterly frequencies at the remaining 16 facilities, totaling an estimated 2,808 gallons of infectious waste and 40 gallons of trace chemotherapy waste annually. No minimum or maximum waste volumes are guaranteed. Bid pricing must be structured as per-container, all-inclusive of container rental, disposable liner bags, hazard labeling, and travel expenses, with pricing firm during the initial contract term. The State may consider annual price increases not exceeding 2.5% for subsequent years at its discretion.

The contract term runs July 1, 2026 through June 30, 2027, with options to renew for up to four additional one-year periods, not to exceed five years total. Award goes to the lowest responsible and responsive bidder; multiple awards may be granted if necessary. All contractor personnel accessing CDOC facilities must complete criminal background checks and Consent to Search forms (AR Form 300-27C). Required submissions include Exhibit B (Offeror Information), Exhibit C (W-9), Exhibit D (Price Bid), Exhibit E (Vendor Disclosure Statement), Exhibit H (Non-Conflict of Interest), current certificate of insurance, and Colorado Secretary of State Certificate of Good Standing, all submitted through bidnetdirect.com/cdoc.
