About this opportunity

The Oregon Health Authority (OHA) Maternal and Child Health (MCH) Section is seeking grant applications for the Infant Safe Sleep Campaign Community Mini Grants, targeting Marion County and other areas across Oregon. This procurement aims to develop and implement culturally responsive community awareness campaigns promoting safe sleep for infants, specifically focused on African American/Black and Native American/Alaska Native families. Eligible organizations will be required to use health messages developed by the Oregon Safe Sleep Coalition and adhere to best practices in safe sleep promotion. Applicants must demonstrate experience working with target communities, engaging pregnant individuals and families with young infants, and have the capability to design and execute a comprehensive safe sleep awareness campaign. The evaluation criteria will assess the organization's community experience, proposed implementation approach, and alignment with safe sleep messaging objectives. The grant application was originally due on May 23, 2022, but was amended to a final submission deadline of June 2, 2022, at 1:00 PM Pacific Time. The grant period is scheduled from July 1, 2022, to June 30, 2023.

Eligible applicants include non-profit agencies, federally recognized tribes, local public health authorities, and organizations serving areas outside the Portland metro area. Respondents must have staff representation in Oregon and meet "Responsible Proposer" requirements. The OHA intends to award up to five grants, with each grant offering a maximum funding amount of $30,000. The budget allows for various allowable expenses, including staff time, outreach materials, incentives, and childcare costs. Up to 20% of the budget can be reallocated between categories without prior approval. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documentation. The grants are designed to support community-based safe sleep awareness campaigns, with the ultimate goal of the MCH Section and Oregon Safe Sleep Coalition using the lessons learned to inform future safe sleep awareness efforts. Successful grantees will be expected to develop campaigns that effectively reach pregnant individuals, caretakers of young infants, and childcare providers with culturally appropriate safe sleep messaging.
