About this opportunity

The City of Long Beach is requesting bids for as-needed supply and delivery of welding, laboratory, and oxygen gases under ITB CE-23-226, with bids due February 16, 2023 at 11:00 a.m. Pacific Time. A 10% local-vendor price preference applies to bidders holding a current City of Long Beach business license and seller's permit showing a place of business within city limits, capped at ten thousand dollars per bid and excluded from tidelands-funded, grant-funded, and State of California–funded purchases and public works projects under California Labor Code Section 1720(a).

The scope covers thirty-nine line items of industrial gases (oxygen, acetylene, nitrogen, nitrous oxide, argon, helium, carbon dioxide, compressed air, hydrogen, medical oxygen, liquid nitrogen, and propane) in various cylinder sizes, monthly cylinder rental fees, and charges for lost or damaged cylinders. Cylinders are loaned to the City at no charge for thirty days, then subject to monthly rental charges until return in the same condition as received. Delivery is anticipated to approximately 8 to 10 locations, though the number may vary; exact annual quantities and delivery frequencies cannot be predetermined in an as-needed contract structure. The City estimates annual spending of approximately seventy-five thousand to one hundred thousand dollars, though this amount is not guaranteed.

The contract term is twenty-four months from award with three optional one-year extensions at the City's discretion. The successful bidder must maintain commercial general liability coverage of two million dollars per occurrence and four million dollars aggregate, workers' compensation, and automobile liability of one million dollars combined single limit. Bidders must submit three current customer references, a Debarment Certification Form, W-9 Form, Equal Benefits Ordinance compliance form (required for contracts valued at one hundred thousand dollars or more), and Secretary of State certification. Questions are due January 19, 2023. Payment terms are Net/30 unless otherwise specified. No minimum orders are permitted. The City reserves the right to award all items to one bidder or to multiple bidders and to reject any or all bids.
