About this opportunity

Orange County, Florida is seeking sealed electronic bids for an Inductively Coupled Plasma Mass Spectrometer (ICP-MS), solicitation number Y24-612-KS, to be delivered to the Utilities Laboratory at 9124 Curry Ford Road in Orlando. The procurement is specifically for a replacement benchtop ICP-MS instrument designed for analyzing trace metals in environmental samples, including potable and environmental waters, and bio-solids. The county will accept bids from vendors offering pre-approved instrument models including Perkin Elmer NexION 2200, ThermoScientific RQPlus, and Agilent 7900 ICP-MS. Key deliverables include a fully assembled and warranted instrument with complete delivery and installation within 90 calendar days of purchase order receipt. Technical requirements mandate compliance with USEPA methods, advanced mass spectrometry capabilities, comprehensive software control, and compatibility with existing laboratory systems. Critical procurement dates include a May 24, 2024 deadline for questions, with final electronic bid submissions due June 13, 2024 at 4:00 pm EST through the ProcureNow OpenGov e-Procurement Platform. Evaluation will focus on lowest responsive and responsible bidder, with award made on an all-or-none basis.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The procurement allows for multiple pre-approved vendor models, suggesting flexibility in vendor selection. The current incumbent instrument is an Agilent 7700 series ICP-MS, which the new system will replace and must integrate with existing laboratory infrastructure. While no specific budget range is provided, the county will pay 100% of the contract price upon successful delivery and acceptance. Vendor requirements include providing a one-year warranty covering materials and workmanship, with obligations to repair or replace equipment at no cost if defects are discovered during the warranty period. Insurance requirements mandate commercial general liability coverage of at least $1,000,000, commercial automobile liability, and workers' compensation insurance. Optional annual service and software support agreements are available, and the successful vendor must provide installation, testing, and training at the Orange County Utilities Central Laboratory, including establishing instrument and method detection limits and performing comprehensive calibration procedures.
