About this opportunity
The Commonwealth of Massachusetts is requesting responses for Independent Medical Examination (IME) services for workers' compensation claims, with responses due October 6, 2026.
The RFR seeks qualified medical examination providers to conduct IME evaluations across the state. Responders must be credentialed medical professionals operating compliant examination facilities meeting state workers' compensation regulations. The scope includes examination protocols and service delivery across multiple examination types and specialties, with pricing structured according to fee schedules for each category.
Compensation is structured through the Commonwealth's standard contract form, which accommodates either rate contracts with no maximum obligation or maximum obligation contracts with specified funding limits. Standard payment processing occurs within 45 days via Electronic Funds Transfer; contractors may accelerate payment by offering prompt payment discounts for issuance within 10, 15, 20, or 30 days of invoice receipt or goods acceptance, whichever is later. The Prompt Pay Discount form must accompany the response unless the contractor can demonstrate undue hardship from offering discounts.
All contracts incorporate the Commonwealth's Standard Contract Form Instructions, Contractor Certifications, and Terms and Conditions by reference. Mandatory certifications require compliance with Massachusetts data protection laws (M.G.L. c. 66A and c. 93H, with encryption requirements), non-discrimination and anti-human trafficking provisions, prevailing wage requirements where applicable, debarment verification, and affirmative action obligations. Contractors must maintain records for six years post-final payment and obtain advance written Commonwealth approval for any subcontracting. The Commonwealth retains the right to terminate without cause or penalty, or with cause for material breach, appropriation elimination, or public emergency. All disputes are governed by Massachusetts law and adjudicated in Massachusetts state or federal courts, with optional mediation available through the Massachusetts Office of Dispute Resolution.
