About this opportunity

The Commonwealth of Massachusetts Department of Public Health Bureau of Health Professions Licensure is seeking qualified, experienced, and Massachusetts-licensed healthcare professionals to provide expert witness services through a rolling-enrollment Request for Response (RFR) procurement. The Bureau is looking for nurses, dentists, dental hygienists, chiropractors, podiatrists, allied mental health and allied health professionals, optometrists, psychologists, pharmacists, and others to review medical records, submit written opinions, meet with Board staff, and testify at adjudicatory hearings as needed. This is a rate contract with set hourly rates for the various healthcare professional disciplines, with no maximum obligation amount. The anticipated initial contract duration is 3 years, with two options to renew for 3 years each, for a total potential duration of 9 years. Vendors who qualify and are added to the contract are not guaranteed any work, as the Department will contact them on an as-needed basis for specific services. The Department will measure contractor performance in areas such as quality of deliverables, timeliness, and responsiveness.

The procurement is open to any vendor, and there are no set-aside designations or restrictions on the types of organizations that can respond. Responses may be submitted electronically through COMMBUYS or via email or mail, and must include a letter of interest, resume, license, contact information, proposed hourly rate, references, and a confidentiality agreement. The Commonwealth reserves the right to expand the certified business categories eligible for Supplier Diversity Program partnerships over the life of any resulting contracts. Payment will be made via electronic funds transfer, and vendors are encouraged to offer prompt payment discounts.
