About this opportunity
The County of Orange Health Care Agency is requesting proposals for In-Custody Substance Use Disorder Treatment Services, with proposals due November 6, 2024, and questions due October 29, 2024. Eligible respondents must be non-profit organizations certified to provide in-custody substance use disorder treatment services and cannot be listed on federal exclusion databases or have pending criminal charges.
The scope encompasses three service components: in-custody substance use disorder treatment, post-release continuing care, and case management for adult male and female inmates within the Orange County Jail System. The program utilizes sixty-four designated beds and requires a minimum sixty-calendar-day modified therapeutic community phased program incorporating evidence-based treatment modalities including cognitive behavioral therapy, trauma-informed care, and medication for opioid and alcohol use disorders. Respondents must maintain minimum staffing levels and facility requirements to meet federal and state regulatory standards and comply with Medi-Cal billing standards.
The contract term runs three years from July 1, 2025, through June 30, 2028, divided into three annual periods. Compensation is structured on an actual cost reimbursement basis with monthly payments in arrears, subject to a total amount not to exceed specified in contract provisions. Funding sources consist of the Substance Abuse Prevention and Treatment Block Grant (CFDA# 93.959, FAIN# TI0062-20) administered by the Department of Health and Human Services with a total federal award amount of $19.276 billion and an indirect rate of 25.45%, plus General Fund (Net County Cost). The contractor must maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence), professional liability ($1,000,000), network security and privacy liability ($1,000,000), and workers' compensation at statutory limits.
Performance objectives require maintaining a minimum seventy-five percent participant retention and treatment progress rate, ensuring at minimum sixty percent of discharged participants link to ongoing services within ten days of release, and contacting at least fifty percent of participants at ninety days post-discharge for follow-up and recidivism tracking. Cost reports are due within 45 days of each period's conclusion with late penalties of $500 per business day. Interviews are anticipated for the third week of November through early December, with anticipated Board of Supervisors approval on March 11, 2025. The County reserves the right to make multiple awards and to renew contracts contingent upon available funding, contractor performance, and need for services.
