About this opportunity

The State of Maine Division of Purchases is requesting quotations for imprinting of Gold Seal Business Cards, with quotations due March 26, 2013 at 2:00 p.m. local time through the State of Maine's Vendor Self Service (VSS) platform.

The scope includes business cards printed on specified cardstock with defined dimensions, finish, color specifications, ink colors, and paper weight to maintain consistency with the state's branding standards. The specifications establish finishing requirements including edge treatment, packaging, and delivery standards. Vendors must supply gold seal stock meeting material type, color standards, thickness tolerances, and adhesive characteristics for proper application and durability.

Quotations must be submitted electronically through VSS on a unit-basis pricing structure with supporting attachments uploaded within the system. All prices must exclude state and federal taxes and are FOB Destination, with the successful bidder bearing all transportation charges. Standard payment terms are net 30 days from receipt of a correct invoice; cash discounts for payment in 20 days or more may be considered in evaluation. Awards will be made on the basis of lowest priced conforming quotation or a combination of factors including quality, conformity with specifications, delivery time, and ultimate cost to the State, with price receiving a minimum of 25 percent weight.

A 10% price preference applies to bids on paper or paper products containing a minimum of 30% postconsumer recycled content, provided such bids fall within 10% of the lowest qualifying bid; vendors must explicitly indicate their recycled paper bid and disclose the recycled content percentage in response comments. The contract permits a maximum overrun not to exceed 3% and includes an extension clause allowing the State Purchasing Director to extend the contract period with contractor consent, with the total contract period capped at three years. Past performance may be considered in award evaluation.
