About this opportunity

The Florida Department of Law Enforcement (FDLE) is conducting an Invitation to Negotiate (ITN) 2500 for the implementation and migration to Xperience by Kentico, a content management system solution. This procurement is specifically targeting Leon County and involves a comprehensive technology migration project. The ITN process began on October 1, 2024, with a non-mandatory pre-reply conference held on October 17, 2024, and subsequent key dates including written questions due by October 25, 2024, and technical replies due on December 3, 2024. The procurement timeline includes evaluation periods from December 5-13, 2024, with negotiations scheduled for January 22-24, 2025, and an anticipated award posting on February 4, 2025. Vendors will have the opportunity to participate in negotiations either in-person in Tallahassee or remotely using technology solutions, with all official notices to be posted on the state's MyFloridaMarketPlace Vendor Information Portal. The primary objectives appear to involve a strategic technology migration and implementation process, requiring vendors to demonstrate technical capabilities in transitioning to the Xperience by Kentico platform.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the provided documentation, the procurement appears to be an open competitive process. The ITN does not indicate any restrictions on vendor types or sizes, suggesting broad participation is welcome. No incumbent vendor information or existing infrastructure details are provided in the current addendum. The document does not specify a precise budget range or award value for the project. Potential respondents will need to prepare comprehensive technical proposals that outline their approach to implementing and migrating to the Xperience by Kentico platform, with negotiations likely focusing on technical capabilities, implementation strategy, and potential cost structures. Vendors should be prepared to demonstrate expertise in content management system migration, technological integration, and the specific requirements of the Florida Department of Law Enforcement's technological ecosystem.
