About this opportunity
The Trustees of the California State University is soliciting competitive bids for an Immediate Response Job Order Contract (JOC) covering repair and construction tasks across 22 CSU campuses in Northern California, Southern California, and Cal Poly Humboldt, with prequalification and bid submissions due September 17, 2026. Three separate contract awards are being issued: IRJOCN-011 for Northern Campuses, IRJOCS-011 for Southern Campuses, and IRJOCH-001 for Humboldt.
Bidders must hold a California General Building License (B) and IICRC certification with Water Damage Restoration (WRT), Applied Structural Drying (ASD), and Applied Microbial Remediation (AMRT) qualifications. These licenses and certifications are mandatory eligibility filters. All contractors and subcontractors must register with the California Department of Industrial Relations for public works projects under Labor Code Section 1725.5. Prequalification applications are due September 1, 2026, with prequalification approval required 24 hours before bid submission.
CSU intends to award six total contracts: two per region, with an initial maximum contract value of $3,000,000 per contract and a minimum of $0.00. The contract is an indefinite-quantity, firm fixed-price JOC under which CSU issues discrete task orders as needed. All contractors furnish labor, materials, management, documentation, and equipment. The contract term does not exceed 365 days from the date of the Notice to Proceed, anticipated for October 9, 2026. A small business certified by the Department of General Services receives a 5% bid advantage. CSU requires a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation in each construction project, with an additional incentive of up to 3% for 6% or more DVBE participation; combined small-business and DVBE adjustments may not exceed $100,000. Bidders must submit a $25,000 bid security; selected awardees must provide Performance and Payment Bonds equal to 100% of the maximum contract amount. A mandatory pre-bid conference is scheduled for August 28, 2026, at 2:00 p.m. Questions are due September 10, 2026. Electronic bid submission through PlanetBids is required; no paper bids are accepted. Contact Jeremy Gomoljak at jgomoljak@calstate.edu.
