The contract scope includes detailed repair and construction tasks with established unit prices, whereby the University issues discrete, fixed-price task or job orders to the contractor as needed. Contractors must furnish all management, documentation, labor, materials, and equipment required to perform work. The bid advertisement date is August 13, 2026, with bids due September 17, 2026, at 2:00 p.m. via PlanetBids. A mandatory pre-bid conference will be held online on Friday, August 28, 2026, at 2:00 p.m., with attendance required to receive bid documents. Prequalification applications must be submitted by September 1, 2026. The contract term will not exceed 365 days from the date of the Agreement Notice to Proceed. The Trustees intend to award six contracts: two for the Northern Region, two for the Southern Region, and two for Cal Poly Humboldt, with an initial maximum contract value of $3,000,000 per contract and a minimum contract value of $0.00.
Bidders must submit a $25,000 bid security and, if selected, provide Performance and Payment Bonds equal to 100% of the maximum contract amount ($3,000,000). The contract is subject to prevailing wage rate requirements and California public works law. License requirements include a California General Building (B) license and IICRC certification as a Water Damage Restoration (WRT), Applied Structural Drying (ASD), and Applied Microbial Remediation (AMRT) certified firm. Bidders must be prequalified with the Trustees and registered with the Department of Industrial Relations to bid on public works projects. A small business certified by the Department of General Services receives a five percent bid advantage. The Trustees require a minimum of three percent Disabled Veteran Business Enterprise (DVBE) participation in each construction project, with additional bid incentives for exceeding this threshold (up to a 3% incentive for 6% or more DVBE participation). The combined incentive adjustments for small business preference and DVBE participation shall not exceed $100,000. Contact Jeremy Gomoljak at jgomoljak@calstate.edu for additional information.

Contractors will submit bid factors for the work at the location(s) referenced in Description of Work. Each contract will have a minimum contract value of ($0.00) Zero Dollars and the initial maximum value listed below.

Initial Max Contract Amount:
In the event that the contractor submitting the lowest responsive and responsible bid refuses to enter into a contract with the CSU if tendered, or, in the event that the contractor materially breaches the JOC contract necessitating its termination, CSU reserves the right to award a second JOC under the same solicitation, provided such award is made within 120 days of the bid opening.
Each bidder offering a proposal must comply with bidding provisions of Article 02.00 et seq. in the Contract General Conditions, and should be familiar with all the provisions of the Contract General Conditions and Supplementary General Conditions.
This contract is for public works projects and is subject to prevailing wage rate laws (see Contract General Conditions, Article 04.02).

PRE-BID CONFERENCE
If you have never bid a JOC, it is strongly recommended that you view the pre-bid presentation. All information in Bid Documents shall govern over any contradictory information in the Presentation. The purpose of the Pre-bid presentation is to discuss the JOC concept, required bid documents and how to read and evaluate the Construction Task Catalog and Technical Specifications. If the Campus chooses to have a pre-bid conference, below are the details. Prospective bidders who arrive late to the pre-bid conference may not be admitted.
Pre-Bid Presentation / Conference Mandatory?

Additionally, the Trustees are granting a bid incentive for evaluation purposes only to bidders that exceed the three (3%) percent DVBE participation requirement. The level of DVBE incentive will correlate to the level of participation; that is, the more DVBE participation proposed, the higher the incentive. The bid incentives are as follows:
