About this opportunity

The Metropolitan Airports Commission is requesting proposals for a Master Systems Integrator to design, implement, and integrate its Integrated Management and Control System (IMACS) modernization project, with proposals due November 16, 2026, and questions due November 2, 2026. No small-business set-aside or preference program applies, though MAC actively promotes small-business utilization.

The scope centers on consolidating HVAC, electrical, plumbing, lighting, security, fire alarm, elevator, and energy management systems into a unified Niagara Framework platform, modernizing approximately 321 existing Niagara Controllers across the MSP Campus. The MSI must deliver system architecture design, graphical user interface development, Project Haystack semantic tagging implementation, MQTT data publishing to MAC's Azure IoT Hub, mobile access enablement, GIS integration, role-based access controls, automated alarm management, and predictive maintenance capabilities. Cybersecurity requirements include FIPS 140-2 encryption, TLS 1.2+ data transmission, multi-factor authentication for privileged access, OWASP Top 10 compliance, and alignment with NIST 800-53 and ISO/IEC 27001 frameworks. The vendor must provide a minimum of 40 hours of hands-on operator training across at least three sessions, deliver comprehensive documentation, and maintain 99.99% system uptime in production. Post-implementation support must continue for a minimum of 12 months with bug fixes, performance tuning, and operational troubleshooting. All work must comply with the Minnesota Government Data Practices Act.

Vendors must be established Niagara Framework dealers with five consecutive years of licensing capabilities, maintain a full-service office within 100 miles of MSP Airport staffed with applicable engineers and technicians, and have completed at least three similar or larger projects within the past five years with documented references. Proposed personnel must hold Niagara 4 or current version certification, possess at least three years of Niagara experience, and demonstrate expertise in enterprise-level integration, multiple communication protocols, multiplatform systems integration, Microsoft Azure environments, and complex troubleshooting. All personnel must be continuously employed by the vendor for a minimum of one year.

The contract includes an implementation phase beginning upon execution, followed by a one-year maintenance and support period with four optional one-year renewal terms automatically renewing unless MAC provides three months' written notice of non-renewal. Pricing must be submitted in U.S. currency and held firm throughout the contract duration with no escalation clauses. Payment terms are net 30 days from invoice approval. Vendor presentations are scheduled between November 30 and December 3, 2026, with award recommendation targeted for December 8, 2026, and Commission approval scheduled for January 12, 2027. Implementation is estimated to begin February 23, 2027.

Vendors must obtain security clearance for on-site personnel, provide Commercial General Liability ($1 million per occurrence / $2 million aggregate), Technology Professional Liability ($2 million per occurrence), and Cyber Liability ($2 million minimum) from Minnesota-licensed insurers rated A- or better by A.M. Best. Vendors with more than 40 full-time employees must obtain an Equal Pay Certificate and workforce certificate from the Minnesota Department of Human Rights. Submissions must include responses not exceeding ten pages, personnel resumes and certifications, completed rate sheets covering labor and staffing categories, affidavit of non-collusion, letters of introduction, insurance certificates, MDHR certificates, and draft implementation and support agreements.
