About this file
This document is an instruction set for vendor response to a Request for Qualifications (RFQ) issued by the Metropolitan Airports Commission (MAC) in Minnesota for a Master Systems Integrator (MSI) to support the Integrated Management and Control System (IMACS). The MAC seeks qualified firms to provide planning, design, application management, integration, technical oversight, implementation support, and related professional services for IMACS modernization on a phased, task-based engagement basis. The anticipated areas of support include system roadmap development for modernization, governance structure, system oversight and management organization, coordination of hardware and software supply and implementation, standards review and development, and data cleanup and coordination with operations and IT teams. Vendors must submit responses not exceeding ten pages, with personnel resumes, certifications, and rate sheets submitted as appendices. Questions regarding this RFR are due no later than Monday, November 2, 2026, at 2:00 P.M. CST.
Qualified respondents must meet specific company and individual requirements, including establishment as a dealer with demonstrated history of similar or larger project completion, maintenance of a full-service office within 100 miles of MSP Airport staffed with applicable engineers and technicians, five years of consecutive licensing capabilities with Niagara Framework, and at least three projects of similar size and complexity completed within the past five years with documented references. Proposed individuals must be currently employed by the vendor for a minimum of one continuous year, possess three or more years of Niagara experience, hold Niagara 4 or current version certification, and demonstrate expertise in enterprise-level integration projects, multiple communication protocols and databases, multiplatform systems integration (HVAC, lighting control, security, life safety), data integration, cloud-based approaches preferably in Microsoft Azure environments, and complex system troubleshooting. Vendors must also submit a completed rate sheet per the provided template and draft contracts for both implementation and support services that would serve as the basis for subsequent vendor agreements and must comply with mandatory contract provisions outlined in the RFR appendices.

Appendix 1 - Instructions for Vendor Response
INTEGRATED MANAGEMENT and Control System (IMACS)
MASTER SYSTEMS INTEGRATOR (MSI)
1. Purpose The Metropolitan Airports Commission (MAC) is requesting qualifications from firms capable of serving as a Master System Integrator (MSI) for the Integrated Management and Control System (IMACS).
The MAC anticipates establishing a phased, task-based engagement through which the selected MSI may provide planning, design, application management, integration, technical oversight, implementation support, and related professional services. Specific work will be defined and authorized through individual tasks as MAC’s priorities, requirements, and schedules are further developed.
The accompanying RFR describes the MAC’s existing IMACS environment, modernization objectives, anticipated technical capabilities, MSI qualifications, and potential areas of responsibility. Respondents shall use this document to organize and prepare their qualifications response.
2. Interpretation of the RFR The RFR describes the MAC’s current environment, desired future-state capabilities, and anticipated areas in which MSI services may be required. Respondents should demonstrate that their firms and proposed personnel possess the experience, qualifications, technical capabilities, and delivery approach necessary to support those objectives.
Specific scopes, deliverables, schedules, acceptance criteria, staffing requirements, and pricing will be established as individual tasks are developed and authorized by the MAC.
Respondents shall identify any material exceptions, limitations, dependencies, or assumptions that would affect their ability to support the RFR’s anticipated requirements.
3. Anticipated MSI Role The MSI is expected to provide technical leadership and delivery support for the modernization, management, integration, and ongoing improvement of the IMACS application environment.
The MSI may be tasked with supporting building-control systems and related technologies, including HVAC, electrical distribution, lighting, plumbing, conveyance, life-safety interfaces, indoor air quality, metering, alarms, field controls, operator interfaces, and other integrated or monitored assets identified by the MAC.
The MSI will be expected to work across both operational technology and information technology disciplines and to coordinate closely with MAC IT, Maintenance and Operations, the Energy Management Center, MACS’s Data Architect, existing service providers, system vendors, consultants, and project teams.
The MSI will not replace MAC’s operational ownership of IMACS or independently redefine MAC’s enterprise architecture, data governance structure, or enterprise integration framework.
4. Anticipated Areas of Support The MAC envisions this as a multi-year, phased, task-based engagement. The MSI will collaborate with the MAC on the following anticipated areas of support:
· System Roadmap for Modernization,
· Governance,
· System Oversite and Management Organization
· Coordination of supply and implementation of necessary hardware and software
· Standards Review and Development in Conjunction with Coordinating projects – (Programming, Hardware, Graphics)
· Data Clean Up – Coordination with Operations and IT on Suggested Additions or Changes to Data Paths.
5. Vendor Response Requirements The MSI shall review the RFR and appendices in its entirety, including the overall expectations, anticipated services, and modernization vision and provide a response not to exceed Ten (10) pages. Personnel resumes, certifications, and rate sheet are not included in the overall page count and can be included as an appendix. The response shall include the information identified below.
