About this opportunity

The Maine Department of Inland Fisheries and Wildlife is requesting bids for vehicle door decals, with bids due June 8, 2011. A recycled-content preference applies: bids offering paper or paper products containing a minimum of 30% post-consumer recycled material that fall within 10% of the lowest compliant bid may receive up to a 10% price preference.

The scope calls for approximately 9.5" by 10.5" decals featuring "MAINE INLAND FISHERIES & WILDLIFE" text, produced via seven-color silk screening on Flex-Con V-400F white vinyl with minimum 4 mil thickness and pressure-sensitive adhesive backing. The seven colors are black, red, brown, dark blue, blue, dark green, and green, matching a department-provided sample. The department supplies color separations and negatives, which must be returned upon job completion. Production overruns may not exceed 3%.

Vendors bidding recycled-content products must explicitly identify them as such in their response and disclose the recycled content percentage in the comments section. The contract may be extended beyond the initial expiration date at the State Purchasing Director's discretion, with the maximum total contract period not to exceed three years. Past performance may be considered in award decisions. Bid prices must remain firm for the stated validity period. The state reserves the right to reject any or all bids and to conduct post-award verification of bidder qualifications and ability to fulfill contract requirements.
