About this opportunity

The California Department of Transportation (Caltrans), Division of Procurement and Contracts, is requesting price quotes for tree root removal and sidewalk repair services in Plumas and Tehama counties under IFPQ with quotes due June 23, 2026. This procurement is restricted to certified Small Businesses (SB), Micro Businesses (MB), SB for the purpose of public works (SB-PW), or Disabled Veteran Business Enterprises (DVBE) — a decision-flipping eligibility filter under Government Code Section 14838.7.

Work locations include the City of Quincy and the City of Red Bluff. The scope encompasses removal and legal disposal of existing concrete sidewalks and curb and gutter; trenching and root removal; installation of root barriers and pruning sealer treatment; and concrete grinding. The price quote includes six line items covering approximately 3,600 square feet of sidewalk removal and replacement, 2,400 linear feet of curb and gutter installation, 700 square feet of concrete grinding, an unforeseen hourly labor allowance (20 hours), and a materials and supplies allowance.

The maximum bid cap is $484,000. The estimated contract term runs July 1, 2026 through June 30, 2028, with work performed Monday through Friday, 8:00 a.m. to 5:00 p.m. (excluding State holidays). Prevailing wages apply if the total bid exceeds $15,000. Bidders must hold a valid California Contractors State License Board license (Class A General Engineering Contractor or C-8 Concrete Contractor) and current Department of Industrial Relations registration. A Payment Bond of 100 percent of the contract amount is required if the bid exceeds $25,000. Caltrans must receive a minimum of two price quotes from certified SB/MB or DVBE entities before award. Subcontractors must be DGS-certified SB/MB or DVBE with equivalent status to the prime. Questions are due June 16, 2026 at 2:00 p.m. Pacific Time; the estimated award date is June 30, 2026.
