About this opportunity
The California Department of Transportation (Caltrans) Division of Procurement and Contracts has issued an Invitation for Price Quote (IFPQ) #06A3266 for building upgrade services at the Kettleman City Maintenance Station located in Kings County. The procurement encompasses interior painting of approximately 4,100 square feet, electrical upgrades including replacement of four exterior lighting fixtures with LED units, installation of three 20-amp outlets with associated conduit and wiring, and replacement of one exterior office entrance steel door with frame and threshold. All work must be performed during normal business hours Monday through Friday from 7:30 a.m. to 3:00 p.m., excluding State holidays, with the contract estimated to commence on June 2, 2026, and expire on June 1, 2027. Bidders must hold a valid Class B General Building Contractor license from the California Contractors State Licensing Board and maintain current registration with the Department of Industrial Relations. A mandatory site inspection is scheduled for March 12, 2026, at 10:00 a.m. at 32169 Brown Street, Kettleman City, CA 93239. Written questions are due by March 12, 2026, at 5:00 p.m. Pacific Time, with final price quote submissions due by March 19, 2026, at 2:00 p.m., and an estimated award date of March 26, 2026. The Price Quote Proposal requires lump sum pricing for the three primary scope items plus an hourly rate for unforeseen labor estimated at 160 hours, with a maximum allowable expenditure for parts, materials, supplies, fees, and permits capped at 10 percent of the actual subtotal amount, reimbursable based on original receipts.
This is a Small Business set-aside solicitation requiring bidders to be certified by the Department of General Services as a Small Business (SB), Micro Business (MB), Small Business for Public Works (SB-PW), or Disabled Veteran Business Enterprise (DVBE). At least two price quotes from certified SB/MB or DVBE entities must be received before an award can be made. Prevailing wage requirements apply if the total bid exceeds $15,000, and a Certificate of Insurance with limits of $1,000,000 general liability and $1,000,000 automobile liability is required within ten working days of award notification. If the winning bid exceeds $25,000, a Payment Bond equal to 100 percent of the contract amount is required prior to work commencement. The maximum allowable bid is $461,000. An asbestos and lead paint survey completed in October 2025 indicates no asbestos-containing materials were detected in sampled building materials, and lead-based paint was not detected on inspected surfaces, eliminating hazardous material concerns from the scope of work.
